Would increasingly have to agree with this; ever since Pro perks came along, CoD has effectively said FU to new players and given them a significant disadvantage; pro perks are, in my opinion, one of the leading contributing factors.

1. Make the knife a 2 hit kill from the front, and a one hit kill from behind. This will reduce the amount of panic knifing, and fix it so that the knife is NOT the most powerful weapon during lag and host advantage (this would not affect special melee weapons).
2. Reduce the explosive radius of all explosives. Basically make them only really good at taking out corner campers and things like that. Direct impacts with grenade launchers do half damage, so they can only kill someone if that person has already taken previous damage.

4. Sniper rifles cannot be hip-fired.
5. No lethal kill-streaks before 5 kills.

1. Yes, this, just this alone would be a significant change.
2. I don't know if that would be entirely a good idea, but I can see where you're coming from. If you're going to have scavenger in the game, stop it from replenishing grenades; seriously that perk > all other blue perks for anything other than running and gunning. Definitely limit access to launchers though; make them a perk again, as they were in CoD 4.
3. Most certainly this; I'm sick and tired of people having perfect aim when they aim at you; better aim, yes, but perfect aim? Kills it a bit.
4. I am sick and tired of no-scopers, many of whom seem to think they're 'pro' because they sneak up behind you and pull the trigger at point blank to show off their skillz!!!

Most certainly this; I'm saddened by the way getting killstreaks have become pretty much the focal aim of many players, encouraging camping and cheap tactics (i.e. noob tubing all the time) to get lower killstreaks. I'd also remove the 'rapesteaks' of 9 and above; in MW2, higher killstreaks were annoying, but not infuriating; dogs and omniscient minigunners have really ruined BlOps for me. And if you aren't removing them, at least make them a bit weaker; make the chopper gunner have to find his targets rather than showing him where everyone is and stop dogs from instakilling people; it makes laggy games impossible to survive in, plus the fact the dogs glitch jump so much makes we want to break something. If you have to have dogs, make them at least a two-hit kill and for goodness sake don't give them so much health. In the end I find that they just unbalance games further.
6. What kind of equipment do you have in mind? Claymores and C4?
