It's selectable, and can be used to cut people, yes.
But we do have a quick-access Knife button, like in CoD.
But again. If you get knifed, and nobody shoots the knifer while he's stuck in the animation, then your team fails and it probably isnt gonna make much of a difference on your game experience anyway
Either way, I think it's nice that a guy can sneak up on a sniper, and get the satisfaction of a silent and very cool looking kill, while it's still not overpowered, as it takes a short animation to do so, during which the knifer can be shot to death, leaving the victim standing.
And of course you die quicker here, so even in the underground, corridor-ridden area of Operation Metro, you will still only get knife kills on an unsuspecting victim.
Seems like a very, very good middle-ground to me.
