You'd be surprised at how well it works. Commanders order squads. If people are in squads, that means they're at least willing to use some form of teamwork. Yeah, I could see why. However, I think you underestimate the ability of random people online to follow orders... or maybe there are plans to set up an Escapist BF server?
I think it could work, with a little ironing out of course. Here's how I'd do it(When I talk about the face buttons, it'll be 360/PS3. I would also not expect the maps on the PC version to be any different from the console version in spite of the higher player count. Odds are that the maps are exactly the same but with more players on the PC, which I assume will means that playing the game on the PC might actually make for a less enjoyable experience since each map would be too cramped to make any real room for squad tactics, everybody would just rely on Zerg rushes.
Normally to bring up the map you hit "select". For the commander, instead of the map, it brings up the command interface. This has the map, squad list, and his ability list(airstrike/UAV/ect.).
He navigates the list using the left/right bumper. On the squad list(left bumper), he can select a squad, or press "Y/Triangle" to select all squads, then it automatically switches to the map where he can choose where to send them, using the face buttons for the orders(A/X = "move to", B/Circle = "Defend Position", X/Square = "Attack Position", Y/Triangle = "Cancel").
The scheme is more or less the same with the Commander Abilities(air strike/UAV/ect.). He uses the right bumper to switch to the list, selects an ability, it switches to the map, and he chooses where to use it.
For the map, there's a pointer that can be moved with the right analog stick, and you can move the map with the left. You can zoom in/out using the triggers. Here he can see where people are(perhaps use the D-Pad to filter squads/points/vehicles/ect) and call out enemies with the Y/Triangle buttons. He can also hit A/X to set a "point of interest" or something.
But yeah, thats how I'd do it. It would probably need some work, but its not impossible.
