When someone stares at you, just freak out. That turns their head real fucking quick.
A good line up to the "You want to go?!" should be "Wanna make out?!? HUH!?" The upset factor will throw people off, not only that it's HILARIOUS! The point is to startle and throw off, not be offensive. That may be on the account I'm also 2m tall, big, and always kinda look pissed, so I don't really want to scare people just confuse them.

stare back at them, usually. Then keep staring if they break the eye contact.

If its a girl or woman, then I always smile. Not single, but its always what I do.
If a guy or girl has that look of "grrrr Im judging you and not liking you" I usually try to make them uncomfortable, by licking my teeth or something. Make them leave.

I stare back until they look away. Yes, I'm a jerk :p

Usually it takes about a second, but sometimes it turns into a staring contest.

I'm stared at by everyone when I'm out, maybe I'm ugly or something. I have low self esteem so I usually think the worst.

In the Toronto Area there is a mall called Pacific Mall. It's a popular asian centric mall that gets alot of imports and stuff you can't find anywhere else. I usually go there with my girlfriend and we get constant stares from the older asian generations for what i can only assume is the fact that we are an interacial couple.

A good idea if it wasn't for the fact that I'm in Beijing, so two rules apply:
1: They won't understand what I'm saying anyway.
2: English sounds funny (to them). So saying anything to them in English will only increase their interest........Still if we're going for the throwing people of approach yea definitively worth a try.

Also for all the people who are saying I should shrug it off, yea I get that. It's just that I've always been pretty much ignored back home. So suddenly having EVERYONE staring at you can be a little unnerving. Note the also just stare when I'm not making a spectacle out of myself. Just walking somewhere is enough to be stared at..... or being photographed. Ever had 10 screaming Chinese teenagers charge you because they wanted a picture taken with you? It's not a pretty sight.

When people stare at me, I turn invisible... It really freaks them out.

Kidding. I'm constantly invisible, so no one ever sees me. 0.o

Well, I once tripped over a carpet in our school, landed on my back with a perfect ninja-like grace, on my hands, without flinching, and just got up.

Everyone laughed, but once they stopped, they just explained it looked cool that a rather big guy like me could pull that off and walk around just fine.

Or even I was intentionally dropping to the front to scare a girl in our class. It was fun, too, and we both got laughs - her for being scared so easily (still is), and me for falling on my front 3-4 times in a row with little to no damage.

...bug my knees hurt a bit, I should've practiced that trick earlier...

My favorite hobby is staring at people in an uncomfortable manner. At first I was the guy who was always stared at, looking away rapidly or looking at something else so the other person didn't know that I was uncomfortable. It always made me feel like a weak person. It's really interesting the way people react around you when you stare at them constantly. Now I am the MASTER! MWAHAHAHAA!!
