I'm going to have to agree with the masses, Fallout 3, and Knights of the Old Republic were some of the best.
One of the worst: Oblivion, and Spiderman Web of Shadows.

We also forget that Batman: Arkham Asylum is coming out soon, and that is going to blow everyone away, since Kevin Conroy's sole reason for being put on this planet was to make us know exactly how Batman should sound.

Best:
-Vampire: The Masquerade - Bloodlines
-Starcraft
-Bioshock
-GTA: Vice City, and GTA 4
-Mass Effect
-Psychonauts
-Halo
-Diablo 2 (If it weren't for the voice of Tyrael. Even though he is my favorite character in the series, he always sounded cheesy.)
-Every VALVe title preceding Half-Life 2

Worst:

Quoted for emphasis.

And as much as I love Heath Ledger, the Joker always sounds like Mark Hammill in my head. It doesn't matter the artist or era.

Unless Lee Bermejo draws him.

I completely agree, that's because Hammill was voicing the Comic book Joker, the Bruce Timm (And Paul Dini) series' as well as the new movies he's been putting out are all very true to the comics.

Good: Bioshock. Countless times I've said it, as I will say it again right now. The game has fantastic atmosphere.

Bad: Gears of War, particularly the first one, particularly conversations about the McGuffin. I didn't like the voice acting because it all sounded forced and empty.

Very Bad: Oblivion. Good game, but there's nothing more funny depth-breaking than when the same two voice actors are talking to each other.
The proceedurally generated NPC conversation system certaintly doesn't help.

I wouldn't say Sonic games all have shit voice acting. Sonic Adventure 2's was passable and not terrible.

I am torn between Half-Life 2 and Team Fortress 2. Both are incredible.

Worst amd worst... I didn't like the voicework for Call of Duty 2. I mean everyone (almost, some exceptions among the Tommys) sounded like someone had a firm grip around their balls. It can also be the fact that most of the soldiers were around 20, but still, the "voicephenomenon" couldn't be found in CoD 1, who's voicework were pretty good.

I recently bought a game called Men of War on Steam because...well because it was only seven bucks. I didn't even make it through the first level so I suppose that's 7 bucks down the drain, however, it gave me quite a laugh because the voice acting was abysmal. I was beyond abysmal, it was awful, terrible, painful and splargh (I even had to make up words to describe it's crappyness).

Look a few posts above you :)

But yeah, it's terrible. Accents wrong, timing terrible, intonations all fucked up...it's just so bad. I only played the demo and decided it wasn't really worth it so I saved myself some cash :D

Bioshock's a good contender for best ever voice acting. The Team Fortress 2 voices have to be another best. They are in my books, anyway.
Overlord has some pretty rubbish dialouge. The minion's voice works well, but the Spree folk are just awful. I suppose it fits with their goofy charm though.

I am SHOCKED.

Ok, here is my top best things:

GOOD/PERFECT VOICE ACTING: Call of Juarez: Bound in Blood.

WORST/DEGENERATE VOICE ACTING: Men of War.

Trust me, try those 2 games - Men of War has such horrible voice acting, it almost made me want to stop playing it.

Some of the worst voice acting ever comes from some of my otherwise most favourite games. The Codename: Panzers series has good voice acting for all nationalities present in the game (British troops speak in a British manner, Soviet troops speak Russian, Italian troops speak Italian, etc.), however all the hero units speak English - and very, very atrociously so. The accents on the German, Italian and Russian heroes are just painful to listen to. (On the other hand, the cutscene of the first Soviet nuclear detonation in C:p Cold War had much better voice acting, but that may just be bias from me because it involved Stalin, Beria, Kruschev, Zaytsev and the other guy whose name I can't recall. But at least it's much better than the Russian accent the previous games used.) Further, Earth 2160 has voice acting that's just so bad it's horrible. Judging from the quality of the script, it's a miracle the writers actually remember to breathe, and the voice actors themselves aren't much better. The protagonist from the first campaign had exactly no personality, and I couldn't even bring myself to feel for him when I'd finished the campaign and the final cutscene played. The next campaign was even worse, you play a matriarchal faction where the soldiers and leaders are all female, and one secondary character is a supposedly 13-year-old (though he looks more like 30) super-genius. And trust me, the lines and voices wouldn't even pass muster on an American sitcom. And that's saying something.

Worst: Chaos Wars. Search for it on Youtube, you'll see what I mean.

Best: Not quite sure, I guess Half Life 2. All the voices are dead on.
