As far as cartoon goes I mainly watched them in the beginning of the decade. It was either Pokémon or Cartoon Network stuff. The Cartoon Network stuff grew very old very fast, can't say I have any fond memories of Dexter's Lab or Powerpuff Girls, probably because I was just a tad to old (10-12) and mostly watched out of boredom. Pokémon was great, I guess partially because it was such a huge fad at that point and everybody was hyped on it. Nevertheless, I have really fond memories of it (and Digimon too, screw originality, it was awesome). Can't vote for either though :-/

Instead I'm putting my vote on Star Wars: The Clone Wars. Yes, the new one, it's not even close to half as bad as people make it out to be. Some of the episodes are really freaking awesome, had It been released five years ago I would probably have enjoyed even more.

Spongebob. It's not only for kids. A lot of episodes contain jokes I KNOW I wouldn't have gotten if I was 10, watching it. It's immature but in the best, hilarious way possible and trumps any of those other shows listed. Although, Fairly Oddparents is a very close second.

Justice League/Justice League Unlimited. The DC Animated Universe was always the one provider of action cartoons that didn't talk down to its viewers. Justice League and Justice League Unlimited essentially brought every great DCAU element together under one roof, and the result was absolutely amazing.

Though this wasn't on TV, I'd still call it a cartoon: Homestar Runner.
Just...all of the humor, the characters... Plus it started on January 1st, 2000, so it qualifies. Idk if this is against the rules or not, seeing as it's a toon on the web, but I love it, man.
