This is a very narrow question as many games do not focus on cutscenes to progress the plot of a certain video game.

If i had to pick my favorte (And i pick my top 3) it would have to be this

1. Metal Gear Solid Series
2. KIngdom Hearts II
3. Final Fantasy X

Onyx Oblivion

Borderlands Addict. Again.

1. Bayonetta

Great fights, great humor, great fights, great style, great fights.

2. Final Fantasy 13

Didn't care for most of the characters, but they sure were purdy. So fucking purdy. And the over-arching plot was solid. I play it mostly for the combat system, though.

3. Okami

Every scene after the 20 minute intro is fucking gold. But damn...that intro is long and boring.

Any cutscene in the first and second "Gothic" games. This is my favourite.

Saints row 2, no seriously, the actually ending of the game is incredibly intense.
the animation during cut scenes is awesome your character is an outstanding character, he's a true psychopath, one the few in gaming who's just blunt about everything, no ulterior motives,
you want the fucking city, and the way he does it in cut scenes is awesome.

If you want cutscene direction, GTAIV. Its like watching a movie, all the same camera techniques you'd see in any Hitchcock movie are present and the animators did a wonderful job in giving the characters some really nuanced facial expressions. The writing isn't half bad either. Rockstar really went all out writing and direcitng them.

As for my personal favorite, maybe Bayonetta. I wasn't fond of the "film reel" scenes that used static pictures, but the more traditional ones were fantastic from a sheer absurdity PoV. Plus, it had some genuinely sweet and emotional scenes, which IMO puts it a step ahead of Devil May Cry's similar structure.

Final Fantasy 13. Like Yahtzee said, I'm certain the developers just want to make movies, because the rendered cutscenes (There actually is a difference between them and ingame ones) are better than Advent Children.

I think you really need to go back to when cutscenes were a reward, Pre- 2000 stuff, PS1 rpgs like Legend of Dragoon - The scene in which the old dragoons fight the bad guy, one dragoon is impaled by a giant spike and still holding up a massive stone block to allow another dragoon to shoot.

I'm too dumb to embed it.

Kingdom Hearts Birth By Sleep has some decent scenes, I'd name other games and reasons and videos but I'm lazy.

Wait... you actually think FFX had decent cutscenes?

Christ, did you not watch the part where they laughed? It sounded like a fart in a winter beeze.

I just played the Yunalesca fight an hour ago, and the two cutscenes before that are SO. BAD.

The part in ACII where a guard shouts "Ma cosa?! Shoot! Shoot the flying demon" with a randomly generated face every time you play is definitely one of the best in ACII.

Also, Heavy Rain and Bayonetta also have very good cutscenes.

Well, except for the first Graveyard scene in Bayonetta. It left me more confused than amazed.

Overall, I don't think I could decide what game had the best cutscenes. I can only pick favorites.

And I don't think I have any favorite more than this.
