In my experience, it's got to be Saint's Row 2. It's the game where you can slam your stolen plane into police choppers, jump out of the burning wreckage and, use anti-vehicle weaponry on passersby as flaming wreckage rains from the sky! Also, the missions are like pranks gone terrible wrong, like switching out tattoo-ink with nuclear waste.

A "Prank" wasn't the first thing that came to mind when I figured that one out. Keep in mind, the Saints are run by a homicidal sociopath. He did that to Maero to anger him and force him into a mistake. Something, that, if I'm not mistaken, backfired.

Also, OT: I second Evil Genius. Keep in mind there's some minor compatibility problems with Win7, unless they patched the steam version. Nothing game-breaking though, just glitchy videos.

Depends on what kind of "evil" you mean. KOTOR 2 had a frankly terrifying potential for evildoing, especially for a "T" rated game.

Saints Row 2 maybe (fairly brutal and realistic, but played so over the top it becomes silly).
Also Overlord 1 & 2 (fantasy parody, with good plot, great jokes and the most adorable evil minions that ever wore a hobbits ass as a hat).

The whole game is about homicidal fun. You can kill everyone you want in ton's of creative ways and the game will not try to stop you in any way.

KOTOR has quite alot of cruelty potential. I did some very nasty things to get the Sith ending. Like wiping out entire villages, machievellian subterfuge, torture, etc.

Fallout New Vegas has a wide breadth of evil acts you can do. Randomly killing named NPCs, stealing, cannibalism. I played a psychopathic character and carried out almost every act of betrayal and cruelty imaginable. You can side with a particularly evil faction. Many manic evil laughs were had. BWAHAHAHAHAHAHAHA! However, the game doesn't stroke your villainous ego much. The karma meter is flawed in that it's relatively easy to get back to neutral and good karma just by doing a few quests, even if you just mercilessly slaughtered several towns.

I'm quite fond of Fable 2 and Fable 3 for being evil. Moreso Fable 3 because you can literally be the most evil ruler ever.

What you do is this: after you become King, take ALL of the negative options. Albion will be reduced to a stinking shithole of human misery. Then before the final battle, take all the money out of the Royal Treasury. So you end up with a ruined Kingdom, with most of its citizens dead, you're at least 6.5 million gold pieces richer and everyone hates and fears you.

Plus when you're King the Guards just don't attack you unless you attack them. So you can murder indiscriminately.

Payday The Heist is a good game for being a classic criminal. I mean, whats worse than robbing shit tons of money while slaughtering cops by the truckload? ...and potentially a stupid hostage that runs in front of your line of fire -___-

Hard to decide.

Postal 2 - Set people on fire, urinate on them, kill them. Use a cat as a gun silencer, the list goes on.

GTA - Classic pay a hooker, have sex with her, kill her and get your money back. Lots of pedestrians and traffic rampage potential.

Oblivion, Fallout - Especially with mods you are free to go wandering around killing and looting all the NPCs and stealing their clothes.

Civ IV - It's "just" a strategy game, but it has nukes. You can nuke you opponents back to the stone age.

I gotta say the strongest contender for best alignment good/evil system is Easily in the Black and white games.

Dungeon Keeper or Dungeons (Pretty much just DK with a graphics update, got it yesterday :D)

Overlord games

and many more
