Space Station: Silicon Valley for the Nintendo 64. It's a quirky little platformer/combat/puzzle hybrid where you take control of various robotic animals, each with their own special weapons and abilities. The game was developed by DMA Design, which would later become Rockstar North (yes, THAT Rockstar North).
Urban Chaos: Riot Response (Xbox, PS2): An FPS with a winning combination of badassery and a bit of camp factor thrown in for good measure. An American city has been overrun by the "Burners," a gang that apparently consists of nothing but foul-mouthed clones of Jason Vorhees. You play as a member of "T-Zero," a no-nonsense unit that's essentially SWAT on steroids.
Gameplay mostly consists of mowing down hordes of Burners, all of whom scream various obscenities about your family. Not only do you get the usual arsenal of pistols, shotguns and assault rifles, but you're also given a handy riot shield that doubles as portable cover and a brutal melee weapon. Moreover, every level has a few secondary goals that unlock better versions of standard weapons.
Since you're technically part of law enforcement, one secondary goal for every mission is to subdue a certain number of Burners using non-lethal force, usually via tazer or stun grenade (though you can still kill them with the tazer by holding the fire button down, which eventually sets them ablaze).
