Zone of the Enders 2, Twisted Metal: Black and Metroid Prime had prety awesome menu screens.

I loved how futuristic and streamlined ZOE 2 looked
Twisted Metal's was great with that whole snapshot of absolute carnage that it would navigate around as you navigated the menu
Metroid Prime's has already been talked about but yeah, awesome.

Call of Cthulhu: Dark Corners of the Earth Had a great background track, but uninspired visuals. As the game whispered "Die Die die die" it set the tone of the game every time one had to load up.

Castlevania: Symphony of the Night Another great background track. Choir music, chime sound effects for menus and occult/gothic visuals.
