Dragon Age is the only game I bothered to mod to any degree. I have to agree with RatRace123 over the no-helmet hack, it's great to see the characters' faces not obscured by those god-awful things.

I havn't played many mods, so any of the exp ones for CS 1.6
To be fair, if you want to define "best" as most widely played, Counter-Strike, which is afterall a Half-Life mod, would easily be the "Best mod of all time" by a wide margin.

Oblivion:
Better Cities Mod
Added a WHOLE mess of character to the cities of Oblivion... as well as better thieving access to/across rooftops via rope ladders & bridges, planks, and the like.

Fallout 3: -TIE-
GNR - More Where That Came From (100)
Another 100 songs added to the measly 20 original tracks included with the game. Trust me, you won't go insane from listening to 'Butcher Pete' a million times during playing.

Weapon Mod Kits
Adds customization to weapons to expand their capacity, power, etc. Being able to turn a Combat Shotgun into a Double-Capacity, Full-Auto Boomstick of Pure Carnage is just sweet...
and with Weapon Mod Kits - Unique, the normally blah unique variants look completely cool, if I say so myself... (Which I do, since I made/compiled/released it.*)

*But don't ask me to consider updating it... I've been out of GECK modding for bloody ages.

Team Fortress, the little known mod for the Quake engine.

Precursor to a little game series you probably haven't heard of. Really.

One mod I have had a lot of fun with is Allied intent Xtended (AIX) for Battlefield 2. It improves AI as well as adding lots of weapons and vehicles, such as the A-10 grandslam (a fictional variant that carpet bombs, yes, CARPET FREAKING BOMBS), the Harrier, and the NOTAR (no tail rotor) Littlebird.

Also, strafing bots in the Minigun-missle armed little bird in the map midway is the some of the most fun I have ever experienced. its so nimble and powerful.

Granted, this mod is not exactly balanced for multiplayer without bots, but still as blast.

Lol.

I like my mods for the RTS game Forged Alliance.

There's one that mods your ACU into an unstoppable killing machine... also one that gives your units extra health and damage when they aquire experience.

Makes the game that little bit more interesting, and challenging.

Quite the vague question. Also subject to favoritism and personal preference at an extreme level, considering any game is allowed here.

I will go with one mod that I just saw a ton of quality work put into: Rome Total Realism. A full conversion mod made for Rome Total War, it may not have had all the little things that made everyone happy, but the amount of work that went into making it unique was tremendous. They even created their own soundtrack for it. An original soundtrack for a mod. It was a really great mod in terms of what great work went into it.
It was supposed to be vague :D I was interested in unique mods for different games, just from a creativity standpoint.

Rome Total War: Roma Surrectum 2. Over thirty unique legions, and graphical enhancements that almost make it on par with Medieval 2 total war.

Medieval 2: Stainless Steel for insane Realism, and Third Age total war for Lord of the Rings combat.

Dawn of War: Firestorm over Kronus. Talk about extra content.

Knights of the Old Republic: Brotherhood of Shadow: Solomon's Revenge. It adds an entirely new chapter to the game which lets you battle through the Mandalorian Wars.

Knights of the Old Republic 2: Restored Content Mod. Puts in everything that was cut from the game, making it much more epic.

Nehrim for Oblivion on the PC. I've never seen such a rounded, phenominally crafter game like this. It's also got lots of voice acting in german, which adds a bit of flavor to it, because hey, maybe ot all fantasy worlds speak english.

I rate the mod series "Radiator" for Half Life 2 quite highly. Especially the second part, Handle with care, which is particularly amusing and clever (you play a little man inside the head of a guy going through marriage counselling.)

here's hoping he'll actually some day finish part three (it must be a year overdue by now).

EDIT: Here be links. [http://www.radiator.debacle.us/01/]

Meh, I actually prefered Oblivion, if only for the incredibly convenient fast travel system and the fact that I don't get fined 500 bucks every time I accidently tap the spell cast button in urban areas. This mod is a huge, incredible effort, but I think it is unfinished and extremely flawed, and I was unable to complete it due to me picking the wrong option in a dialogue tree which prevented me from completing a vital quest (thus making it impossible to complete the game). I invested hours in this game, only for it to repeatedly spite me: I took part in quests that didn't have an end game (so I got no reward for the hours of trouble I went to), the lack of fast travelling means I have to back track over huge areas of land over the dead bodies of enemies, and worst of all, the lagging was so bad in certain areas that I had to run the game on the lowest of the low settings (so everything looked like shit anyway).

If you have a very fast computer, it might be worth a look. But if you are like me, and somewhat short of patience, you will find it a very frustrating experience.

Firestorm over Kronus for Dawn of War 1 is a big one, as is Eastern Front for Company of Heroes. Both great, but far and away, the best one is the Cliff Racer Extinction mod for Morrowind. Fuck those things.

Fallout 3: Wanderer's Edition. Made the game so much more fun, and added roughly 25 hours to its life, more than 3 of the expansions put together.
that and apokalypse armoury adds all the guns from previous games and some new ones i think

Lol that's because the game isn't actually finished yet. It's like minecraft, it's not finished, still in the beta, but it's open for the public to see and give feedback on.

Counterstrike...it's what, 13 years old and people still play it by the hundreds of thousands?

For a while there it was my life. Ran a clan/server, made maps for it, even went on a camping trip with clan mates whom I'd never met.
