Harold(the talking tree from fallout 3), Wrex (mass effect) and M'aiq the liar(morrowind and oblivion) always had fun trying to race him.

I don't think there is a best. The things a NPC need to have in order to be good are
1 no annoying catch phrase they say when they kill something
2 depending on the game, be an ok fighter or a flee from any monster
3 don't make you redo a level when they die
4 don't waste rare items
5 don't walk in circles and repeat one line over and over (this is if they are not in a town)
6 don't switch from npc to player
7 don't be useless

I might have forgotten one or two things but game designers have mostly forgotten them all. Until these things are put into an npc, they are all annoying.

YES NOT SHEVA.
She breaks rules 3, 4 and 7... mabye not that bad but she breaks the rules of good npc and in resident evil 5, you're fighting zombie creature like things... that game breaks too many rules. She should be scared (sheva breaks rule 2 as well then.

I don't think I can pick just one NPC. Disqualifying villains (since they're, you know, villains and not NPCs) the top bunch would be:
Minsc (and Boo) from Baldur's Gate series.
HK-47 from Knights of the Old Republic (1 and 2).
Three Dog from Fallout 3 (though he needs a better variety of music).
Smiling Jack from Vampire: Bloodlines ("Every time I yank out a jawbone and ram it in an eyesocket, I know I'm building a better future. *Laughs*")

Haha easy my friend, I hate her as much as you do, I stopped playing that game because of the ****.

and there needs to be an honourable mention for Alyx from Half Life, seriously I totally forgot that she wasn't a real person, never once glitched and actually helped. Plus they actually got it right, she isn't amazngly hot, but we still care for her.

Okay, maybe I spoke too quickly.
I kinda liked the whole plot-thickening Cortana hallucination glitch thing the FIRST time I played through the campaign. Not the second, third, or seventy-fifth.
