For me, it would have to be Mega Man 2. It's been over 15 years, and I still get Bubble Man's theme stuck in my head.

Aion has a pretty amazing soundtrack, it's half of what sold me on the game.

Just go to youtube and go through the related videos to get the rest of the music:

Mass Effect 2 (Especially Suicide Mission)
that song is incredibly epic. If you're listening to it while going about your day everything that happens seems extremely well timed.

Brutal Legend
Painkiller
Tony Hawk series (at least through THAW, P8 don't remember much and haven't see much of the music on PG. Never played Ride)

Jet Set Radio Future has the greatest soundtrack ever. Each song is beastly on that game.

Mass Effect 2. I absolutely loved the soundtrack in the game and the suspense it generated. Its one of very few games I went through the trouble of buying the Soundtrack for. Especially that one right there, The Illusive Man, and The End Run. TER and SM especially though. as bob and jim said, its just so goddamned epic.

Morrowind, Oblivion, Supreme Commander.

Only game soundtracks I have actually went and bought. Jeremy Soule hits epic orchestral just right. I have thought about getting the Mass Effect ones, but electronic sounding stuff isn't that appealing to me.

I'm torn between Morrowind, Shadow of the Colossus, and Timesplitters. Really, they're varied enough that it doesn't matter which one is the 'best', they're all amazing.

Honorable mentions for Warhammer 40k and Warcraft, both very immersive.

While I do like soundtracks with contemprorary music like from the Tony Hawk games and Brutal Legend, I think it's the original scores that really make the game come alive. Final Fantasy takes the cake in that category:
too beautiful for words

Runner-Ups:
as well as any of the very atmopsheric background music while simply wandering the wastes
because it's just so cinematic
as soon as i watched the intro credits i knew it was going to be an awesome narrative, and it was
in general all the music in the original assassin's creed was good, including the town themes

and lets not forget

Geeeee...lets not forget the Sega CD Spiderman game's soundtrack....."SWING TIME! BRING HOME THE BACON!"....sorry that music still haunts me to this day

As mentioned above, Yes the Freedom fighters soundtrack was awsome, i remember going to work the next day w/ that damn robot music stuck in my head...when i got home i had to replay the lvl just to try and make it go away

Castlevania SoTN
Diablo II
-American Mcgee's Alice---excelent choice Sgt.Sykes
Quake II - mostly cause you could put the disk in a cd player and listen to it
Call of Duty
No One Lives Forever

And please...let's not forget MechWarrior4

Mass Effect had an amazing sound track, it's one of the few games I've bought the sound track for. The Presidium is one of my favorite songs ever.
Yes I totally agree with this. It had a really odd kind of synth-dance-military thing going on. The second one was much less memorable, less epic and kind of disappointed me. Though it fitted around the changes in pace much more smoothly.
