Personally myself Grand Theft Auto: Vice City, my opinion, fuck you if you don't agree, sorry for the swearing, but it was set in the 80's, colourful, brillaint music, lot's of humor, it broke a world record for number of sales on a PS2, it was great fun to complete 100%, great cast of characters, brilantly designed, grewat feel of play, never got bored of it, amazing when running off from a six star wanted level in a tank with the flying car cheat firing the turret backwards and all in all a great game.
Well its a matter of opinion really.
IMO, I say Tetris. Its one of the most played and addicting games ever made. And it has a very catchy tune.

you know this topic is somewhat subject to opinon right? i mean really we have some great titles out there but with all the new stuff comeing out with (hopefully) upgraded tech like modern warfare 2's host changeing system....yeah i just lol'd a little bit to myself like thats gonna happen right? anyway- the "best game ever" can't really exsist when they are usually built for a specific purpose/genre. such as simulation and playing a role in something as big as say...humanity? (for whatever thats worth) versus being some dude running around with a rocket propelled chainsaw launcher that spits ninja's and explodeing kittins and createing widow after widow while he tries to...save....some...thing/one? Now if you had asked 'whats the BEST game ever divided by genre' the~n we would be seeing the kings of all trolls like "halo dominates all rawr! *smiley face smiley face smiley face*"
