The ME series like a few others said before...

But if that really is just a shooter with splotches of RPG elements,

Then it's the KOTOR series. I know it wasn't super amazing, but God Damn did I love being a F*****g Jedi.

Oddly enough the answer for me is the same as the best JRPG

Demon`s souls.

It technically classifies as a JRPG being its from a japanese developer.

It plays like a western RPG so its the best of both worlds.

For what ever strange reason DS cant be accepted ... I would say The witcher.
Beyond that....

Dragon age
New Vegas
Vampyre the masquerade: Bloodlines

Winner: Oblivion

Runner-up: Dragon Age: Origins
Second runner-up: Fallout 3

Catinks, if you played the game in 5-6 hours, YOU WERE PLAYING IT WRONG.

Ninja'd about 10 times:

TES III: Morrowind

What can I say, I like to tinker (searching for legit exploits to break the game) and explore...and Morrowind has a shitload of both.

If you're going to complain about the combat (agility stat mostly) and the travel you haven't invested enough time and effort to do your research and work around those issues. Heck...if it bothers you so much, you can teleport to anywhere instant speed using the console.

Easily Knights of the Old Republic, it almost rivals Final Fantasy IX as my favourite RPG.

Console gamers didn't have a console

...yeah I know what it sounds like, but you know what I mean.

Well, let us see. Best games, Mass Effect 1&2, DA:O, KoToR1, Jade Empire, Oblivion.

So one of those. Honestly I can't see what people see in Morrowind, NWN or KoToR2. Morrowind might have been good when it came out, but since I played Oblivion first, MW was completely unplayable. NWN has the crappiest controls quite possibly ever. KoToR2 WOULD have been great, but it got rushed and thus failed me. The only thing I hate more then a buggy game is a Great Game that is crippled by bugs. Fallout has never sounded interesting to me, so I can't comment on that.

Well, easy solution then, isn't it: just play it on the pc/ laptop.

FOr me its a close thing between Dragon Age and FAllout 3. I spent tons of time in those, trying different character concepts and approaches and that is what a good (aka western) rpg is about.

Baldur's Gate 2: Shadows of Amn came out in 2000, so it wins by a landslide.
This.
No other RPG, J or W, even comes close to the Baldur's Gate saga. Not to me, at least.
Hands down, without a doubt, BG2 is the best of the 00's.
