I think he should count. Also seriously. He managed to replace a city that was probably as big as any major city of today with a big hole in the ground while not using his power to attack it. Dumbledore is by far the most powerful wizard in fiction, let's be honest, gandalf doesn't do much magic. he sets some pine-cones on fire and makes beams of light that may or may not cause damage to what they hit. Not that impressive. He's more of a facilitator than a wizard, his main awesomeness comes from bringing people together to work for the same cause.
