Jennifer Hale (mentioned in the first post) is like one of the most important voice Actors of the Videogame Industry
Naomi Hunter, Samus Aran, Bastila, Mara Aramov, Jun'Ko Zane, Commander Shepard, even f**ing Tira...just look her up in Wikipedia, it's like a red line through some of the best games of the last decade.
As for worst voice acting, look up the (english) trailer of the upcoming Guilty Gear 2 (the 3D Brawler). It's so bad it's not even funny.

One of the FF games, i dunno which one but a cut scene from G4 convinced me that it was bad.
The civilians from Oblivion, and how they get old very quickly.

For best I would have to say snake from ever MGS. His grizzled masculine tone just sounds bad ass. Also leon from resident evil 4.
Baldur's Gate had some nice voice acting, especially the inimitable Minsc [http://www.youtube.com/watch?v=oxSOaxIuaRo] (the barbarian with a head wound and a pet named Boo, the world's only miniature giant space hamster).

my person favourites come from the Legacy of Kain series. The voices of Kain and Raziel are always full of emotion.
I don't mind it when voices are crappy, I usually just take it as it is or just turn down the audio. But hey, sometimes atrocities need to be seperated from the good ones so they can be mocked.

I personally can't stand listening to G-Man. His voice and the way he speaks really grates with me. The RE4 merchant really wound me up but then that was more because of his repetitive phrases. The civilians in Oblivion are really bad too.
I think MGS has great voice acting, Sniper Wolf, Raven, Decoy, Liquid, Grey Fox, the list goes on. All really good voices!

I see many people mention Sam Fisher - he was SO CLOSE to making my list, but since mr Ironside is pretty darn awesome in almost anything he does, I felt it unfair to single out a particular voice
I feel like kicking myself a little for forgetting Tony Plana though - his Manny was awesome.
Oh, and as for Bentley being OK because he is a "cartoon character" - I have more tolerance for those, but when I find myself shouting expletives at the TV on the lines of "shut up already" I feel that a line has been crossed somewhere. Personal preference, I guess.

The Vorts in Halflife 2, those being Louis Gossett Jr. And the Gman. And I don't know who does Gordon's voice work, but that man is a genius!

Makes me want to team up with the warmongers and wipe em' all out!

I think the best voiuce acting in a game has to be Heavenly Sword. It's phenominal but then it had the advantage of having Andy Serkis!
GTA4 was also good in the main cut sequences, those half assed ones were awful.
The worst, well the commentry on PES has always been poor.
Other than that there's not really anyvoice acting that bugs me that i can think of right now.

I think the best voice actor would be a tight fight between Cortana and the G-Man.
