Basically he (as your boss) keeps sending you and your crew out on incredibly dangerous missions to collect a bunch of powerful alien artefacts. He then has your crew murdered to clear his trail as he tries to use the artefacts to create an unholy weapon of destruction, exactly the thing you were supposed to be stopping people from doing.
Prick.

Shepherd racks up there, but then, taking a step back and realising just how few people he plunged to their deaths compared to some other villains, I'm going to have to go with Sarah Kerrigan of StarCraft for billions dead because of her being a childish, self-centered *****.
