I'm going with Ambassador Udina from Mass Effect. I kept hoping my character would get to tell him off, but the best I could do was to not recommend him for a position on the council. If I'd been writing for the game, the resultant dialog would have been more along the lines of:
"YEAH! I nominated the Captain who punched you in the face! How do you like them apples, you self-righteous would-be thug?!"
Of course that probably would have gotten the nomination thrown out, so it's perhaps better that Commander Shepherd is a bit more restrained than yours truly.

Three Dog. After repeatedly asking him for the whereabouts of my father, he sends me on a damned sidequest to make sure his annoying voice is heard throughout the entire Capital Wasteland. Honestly, the first time I made my way into Downtown DC in search of the asshole (during which I battled an assortment of Super Mutants, Feral Ghouls and a Reddin-killing Behemoth) I shot him in the head with Ol' Painless.
