I was going to go with Brucie (GTA IV), but I really liked his stereotypical nature and his one liners. Plus, I think Rockstar made him that way for the mere purpose of Comic Relief.
So.. anyone who tries to bargain their way out of dieing. It just makes me cringe.

That one Locust Grenadier in Gears of War 1 who would calways turn up whenever I thought the coast was clear then blow me away with a shotgun. Once he manged to take both my friend Tony and me out in one foul swoop.
Tony and I called him "That Guy" and the moniker stuck.
I know it probably isn't the same guy over and over again but it is good to have a face to put on your frustration as a blame figure.

I would give this to Issun from Okami but he's more annoying than a jerk. He has like one insult for everyone, and he saturates the dialogue with innane, annoying, stupid bullshit. He's not even a likeable character, why so much dialogue?

Everytime I see Brucie, he just reminds me of FPS-Doug from PurePwnage. In a good way though, his over-the-top steroid junkie personality was just hilarious to me.
