I would give this to Issun from Okami but he's more annoying than a jerk. He has like one insult for everyone, and he saturates the dialogue with innane, annoying, stupid bullshit. He's not even a likeable character, why so much dialogue?

I'd have to say that those guys from Spore get my vote. They hate your guts, no matter what, and one little transgression means constant war. Also, if you manage to befriend them, it means constant war with the rest of the galaxy. EVIL I SAY!!!

First runner up, Frank Fontaine for seriously messing with my head in so many ways.THEN trying to kill me.
Second runner up Reaver. For selling me out not once but twice, and for trying to sell us out for a third time on top of the hero's guild.
Honorable mentions go to Navi from Zelda for being completely worthless, though in her defense she wasn't actually evil. Speaking of cake anyone thinking of an A.I. from portal?
