Let's see here...

1. Kintaro from Mortal Kombat 2. Absolutely absurd that he could Block in mid-air.

2. Power-Attack spamming with two-handers in Skyrim. Seriously. My level 10 intentionally derpy character stunlocked a Giant to death with his Iron two-hander. I wish I could have recorded it, so I could turn it into a Youtube video with the Bulk and Skull theme [http://www.youtube.com/watch?v=Lb0rw5xIyGc] playing the entire time.

3. CPU Ivy in Soul Calibur 2. I once played a match in which Symphony of Agony was immediately followed by Summon Suffering for a powerless, instant death.

4. Sentinel in certain fighting games. Also Cable.

5. Black Shadow from F-Zero GX.

6. Sebulba

7. Brian the Brain in the game Cel Damage.

8. Fighter in Final Fantasy (NES)

9. King Boo/Petey Piranha in Mario Kart: DD

10. Captain Falcon in SSB

11. Link in SSBM

12. Demoman

13. Wolf O'Donnel (Starfox Assault)

More as I think of them, perhaps.

Oddjob from Goldeneye. Little bastard was so short you couldn't even hit him. And the monkey from Timessplitters 2, he was even smaller than Oddjob was, but you could at least look down in Timesplitters.

As far as competitive multiplayer goes, it goes to most vehicles that blow stuff up, because the explosive weapons that counter them are hard to get your hands on. If we want to talk about cooperative multiplayer, honorable mention goes to Roland from Borderlands. With hard hitting assault rifles and ammo regen, the only way it can be easier is if you're partnered with Morty. That gives the team ammo regen, health regen, and a bird that, when power leveled, kills EVERRRYTHING.
If you want to talk about overpowered Borderlands characters, may I present the Siren. Specced right she's unkillable and does insane amounts of damage. Max out her phasewalk and the health regen you can get from phasewalk, and max out the "every enemy you kill reduces the cooldown for phasewalk by 6 seconds each" skill and you can literally heal all your health in a single phasewalk, kill 1 enemy and be ready to phasewalk again.

Add in the elemental damage she can do and max out sub machine gun fire rate and damage and it gets ridiculous. You can fight Crawmerax solo with ease with the right Siren build.

oh my dear child come sit down over here and I shall tell you a tale. Yes, Bloodwing can fuck some serious shit up, steal health, pop healing items and ammo without making a kill, daze, poison/burn/electrocute... But where Mordecai TRULY shines is when you have 100% Shield bypass. Those Guardians in Eridian Promontory that seemed horrendously overleveled? Well prepare for an ass-whupping. BAM. One shot, 8k exp. Run this area a couple of times and know true powerlevelling.
The Eridians were overlevelled? I was one-shotting them with a revolver when I first got there with Mord, without shield pen. You don't need shield penetration when you spec him for pure revolver/Bloodwing spamming (and I do mean spamming on Bloodwing, I got the cooldown to 2 seconds and had him attacking 7 enemies with max damage each time).

The Harvester from Dragon Age: Origins - Golems of Amgarrak. So. God. Damn. Frustrating. I actually defeated him on hardcore difficulty with a warrior character, yay for me. Took me about half an hour. It was not fun.
I second this. If you bring up the combat wheel on console to access potions a second late then you're basically screwed. The Reaper's Cudgel you get is good to sell to Bodahn for plenty of gold, though.

Scout in the right conditions in TF2. Pretty much any 5CP (piss off, Fastlane) and below 8 players to a team? You might as well ragequit now. Conversely though, any payload/attack and defend/ctf map makes Scout almost useless. It's weird.
Some weapons in Borderlands almost make the game way too easy. Double Thanatos, Defiler, Serpens and Hellfire come to mind. Particularly the Hellfire...oh god so much damage

Besides that...I dunno. Probably the Greeks in Civ Rev?

in dawn of war: Dark Crusade any map was effectively over when i rolled out a Baneblade especially with Basilisk support
If they let you build that, the enemy was doing it wrong.

Really though, Dark Crusade went through a few phases of OP things. First IG squads with nade launchers could flatten anything due to knockback. Then that got nerfed, then Fire prisms melted face, can't remember what it was next. Anyway, you get the idea.

Eh, what really makes the thunder hammer stupidly powered is killing blow. That's what makes it insta-hit.
The PvP multiplayer in that game is pretty terrible, especially considering the maps are horribly designed and CoDlike, not to mention the game itself is just...
Well.

Many people have already said it but goddamn does it bear repeating. Wesker from UMvC3. He just needs his damage taken down a notch.

I'm more annoyed that Spider-Man got nerfed (specifically his web ball and certain combos) when he was already kind of weak.

Tryn-... NO. Must resist...

Okay Riven in LoL. I've said this before but any character that has no weaknesses is OP. I mean, she can pursue, disrupt and flee like a mad woman, has a heck load of health and does lots of damage. Lee Sin also fits that.

Heh, you guys should see your player character by the time you reach Lvl 50 in Saints Row: The Third.

Any maxed out/high level character/enemy from Disgaea. I am not even kidding. Want to know what the level cap is? 9,999. You can beat the game at level 80 or so.

Though admittedly you need to be pretty high leveled for the New Game Plus and bonus content.

Wesker in UMVC3. Not sure if that last patch a few days ago did jack to him but he has:

High health, high speed with a load of teleports just for extra lols, high bloody damage, an piss easy downward gunshot that hits OTG to extend combos (can be used multiple times and as an assist.)

Oh and who could forget Maximum Wesker? It's a full screen hyper that randomly crosses up (you blocked it? Tough shit) and can be near impossible to punish if he knows what he's doing. Oh yeah if his glasses get broken (or taken off as part of Maximum Wesker's introduction) he has permanent Lvl 1 X Factor, so he gets even MORE damage and speed.

It also stacks with regular X Factor so he's the only character in the game who can reach Lvl 4 X Factor.

It's a proven fact that any team, no matter how difficult WILL work if you add Wesker to it.

Did i forget anything?
Yes, Wesker doesnt have high health, he has 1M hp, meaning he has standard health.

High health would be in the 1.2M area, which is occupied exclusively by Thor and Nemesis.

Also ive personally never been able to do it, but ive heard its possible to throw him out of his maximum wesker thing. Personally i prefer to punish the poor idiot who tries that on me while im guarding with a counter hyper or Biohazard Rush.

And right now Weskers dominion is tenuous at best. Players attuned to the metagame are well on thier way to being able to snuff him out with any team, and theyre more than happy to share tips.
Yeah you can throw Wesker out of Maximum Wesker (done it with Ammy) but it's more a matter of luck really. I meant high health compared to the damage he does and how quick he is. Y'know Strider, Zero even Ammy have good mobility and decent damage but their health takes a bit of a knock to compensate.

I don't know the exact stats, but Wesker doesn't really fit under the Glass Cannon or Fragile Speedster labels for health reasons. But still has a load of damage potential and speediness. Not saying he's invincible by any means, but still overpowered nonetheless

Oh and is Wesker punishable when he comes out of Maximum Wesker? Never really had a chance to find out.

In Dragonball Z Budekai Tenkaichi 2 and 3 it would be Jenemba and Super Sayian 4 Gogeta. They are way too fast and powerful. Whenever me and my friends play 5 on 5 fights we normally have to ban them or Handicap the team using them so they have 3 instead of 5 characters to fight with.
The problem started with expecting those games to be balanced in the first place... at least balanced in the traditional sense. In fact, the Tenkaichi games use a somewhat logical (but also completely illogical) method of balancing their characters... their power is relative to what it is in the show.... lol?

Nu-13 from BlazBlue: CT was overpowered as balls. Seriously she countered everyone in the game save one or two characters.

Garrus Vakarian has laser vision. I shit you not he insta-kills things even on hard mode for some reason.
One time in ME2 I had pulled an enemy who clipped an object as he left the ground. The engine glitched and as he was being pulled he was spinning in the air head-over-heels at an impossibly high speed. Garrus head shotted him o_O
