At the risk of roaring into the storm, I think this particular comment falls more under the heading of "stupidity" than "malevolence". If Kotick had really thought about how this comment might be interpreted, I don't think he would have said it, at least, not this way. Seriously, what CEO would intentionally say something that would make nearly every person with experience in the games industry say, "Oh, well I guess I'd better not shop my resume to Activision, then, since it appears my (x number) years at (y company) doesn't constitute working for a "high quality company" in your eyes, you (vulgar epithet)!"
In comparison: when Kotick made his delightfully toxic statements about Activision's desire to "exploit" licenses, I think he was genuinely letting show some parts of his mind that more pleasant and tactful people would keep carefully hidden. And he essentially backed up diabolical word with infernal deed when he put Brutal Legend, Ghostbusters, and other half-finished games out to pasture.
But this? This is just someone with a record of saying unfortunate things praising Bungie in possibly the most foolish, foot-in-mouth way possible. I don't think he actually thinks every other independent developer is worthless; I think he just didn't think.
