Enchanting was super broken in that game. And there is also bug where you can permanently apply enchanted effects to your character if you had two identical enchanted items.

Enchanted one of my charterers with 100% Chameleon, 100% Reflect Damage, 100% Absorb Magic, Water Breathing, +500000 feather and +500000 Mana.

Well at least it was believable when he became Sheogorath, the dude was clearly a god.

Mmm...I've often broken ES due to too many mods working together, the game just can't handle the awesomness.

Otherwise I got nuthin'. Heck in OPs example, I've done better via mods (smithing goes up to 200, also mod that enables you add up to 4 enchantments... I've made some truly insane legendary weapons who would run out of charges after 70 or so swings...Which is why I got the unlimited soul gem mod muahahahhaha) and game was still working fine, so guess ES games are just temperamental beasts whose personality varies according to its owner.

In my case civil war mod+monster mod+bandit patrol just doesn't work, I get CTDs any time I'd go near heavy fighting, yet I hear tons of people run those mods together just fine so go figure.

Otherwise my suggestion would be to toy around with the quest stages, could you give more details as to which part of the civil war story you're having problems with? i.e: are you meant to meet her at the pale for example?

In our utterly pointless adventure, after I found her floating in the water near the Sload, she swam slowly off to the east. She didn't come up for air once, which was truly amazing. I was following her with autorun and almost drowned my Dragonborn. She picked up a few slaughterfish on the way. When she reached the coast on the other end, she stood there staring at them ineptly. Feeling sorry for her, I chucked a few fireballs into the water (?) and killed them.

Then she walked off in the direction of Folgunthur. She made it about halfway, before stopping. I Fus Ro Dah'd her again, she turned around and started running back towards Solitude, while making the occasional detour to hunt a mudcrab, or a Chaurus Reaper (?).
Again, a long swim back to the Solitude Docks. My heart was sinking at this point since we were going completely in the wrong direction. She runs all the way back to Solitude, into Castle Dour, and starts reading the map near General Tullius and does.... Nothing.
Yeah, I almost cried at that point, after following her around for a good half an hour.

Then I tried the whole player.moveto thing and there we go. Fixed. Don't know why. I don't know why she was on a mountain in the middle of nowhere. And if she was, who was the Legate Rikke reading the map next to Tullius? I don't know what the hell happened.

But I can't think of anything I'd rather be doing at 3am, that's for sure.

It is very sad that Bethesda doesn't focus 100% on optimizing their own favorite franchise just because 11.11.11 feels so fancy. This might not be as engaging as the Civil War Overhaul but dammit: http://skyrim.nexusmods.com/mods/47327/?

You can do something similar in Oblivion.

Get acsses - or break in - to the enchanting room of the mage guild. Enchant 20% invisibility onto 5 parts of your gear.
Voila you're permanently invisible and can run sword drawn threw the whole world, whackin' everything that looks at you funny and do not have to fear any retaliation.

I remember being an absolute bastard in Oblivion- It's quite easy to get 100% chameleon or shield enchantments and walk around, impervious, twatting people. It's so easy to be a dick in that game, it makes up for the psychic, psychotic guards.

Also, When I played on the 360 I used the oghma infinium bookshelf glitch and the crafting glitch. Very fun to be able to shout with no cooldown among other things. Then when I upgraded to the PC version, I would still use the crafting glitch, but I would use console commands so that I could make my walk speed faster and make it so FUS RO DAH would send enemies flying far away. Fun little sandbox type game when you use the cheats :)

Did you applied some experimental AI mods?
Because it sounds like Legate Rikke, just started to question her own mortality :)

Have you tried the Enhance Restoration potion trick? You can skip out on making a ton of new equip.

Basically the same results, but faster. Also, if you're careful, you can make equipment that is amazing but not fully game-breaking. It turns out that game-breaking equipment gets kinda dull kinda fast.

Although, having boots that give you +10000% carrying capacity are very, very useful.

Also when training in Morrowind if you have an enchantment that puts the attribute for the skill you are training over 100 then you can keep training. I got up to level 100, had 100 in every attribute, 100 in all major/minor skills bar one and had 1000+ health. But it wasn't really that game breaking, needed a lot of gold to do it anyway. It was nowhere near as bad as the Chameleon thing in Oblivion.
I used that glitch to get myself to level 1331, using some of the 200+ million I'd earned after weeks at the mudcrab!

I remember in oblivion making a kickass wizard who had all of his clothing enchanted with the best magicka boosting sigil stones. He could cast a spell that would one hit kill anything(Lightning damage 100 points for 10 seconds equals 1000 damage)

What was really fun was stacking fortify acrobatics spells, casting 5 seperate spells with different names all with the effect fortify acrobatics 100 meant he could jump up the towers in oblivion gates and skip 90% of them and just grab the stone and boss loot.

Not to mention he could cast a spell to give himself maximum armour, or just cast a whole bunch of fortify strength spells and beat the shit out of anything...

Hime refers to resto-looping (fortify alchemy, make a stronger fortify restoration, stronger fortify alchemy, etc). When you have numbers that break the integer count, make one fortify smithing/enchanting for ridiculous effect. Morrowind had the same thing, only with intelligence and without smithing.

I'm still not exactly sure how this should work
How can restoration effect alchemy boosting enchantment?
Some sort of perk?

It's a good trick for future playthroughs.

Anyway, here it is:

Prep:
Step 1: Gather the alchemical supplies for Enhance Restoration and Enhance Enchanting (or whatever those potions are called).
Step 2: Get to at least 40 in Alchemy and Enchanting with several perks in each, particularly ones that increase stat boosts. You can go higher (and if so, it works faster) but you actually gain other benefits if you do this at a lower level.
Step 3: Make yourself a complete set of +Alchemy items. Make one for every slot with the best soulgems you have. If they each give you around a +15% (or better) then this will work.

The Trick:
Step 4: Put on all your Alchemy items. Use them to make ONE (and only one) potion of Enhance Restoration.
Step 5: Go into your menu, find that potion, and drink it. Without leaving the menu, go to your equipment. Pick any item and de-equip then reequip it. All of your Alchemy items will have had their bonus increase - the de/re-equip is to make sure that the increase has registered. See explanation below.
Step 6: Close the menu and IMMEDIATELY click on your alchemy table (this works best in your house). Make ONE new potion of Enhance Restoration. It will be at a higher bonus than your previous one.
Step 7: Go into your menu, find that potion, and drink it. Do the same thing with your equipment again, and note that your bonus is higher still.
Step 8: Repeat, making one potion each time and drinking it immediately. Spend as little time in the alchemy menu as possible (have ONLY components for the two potions above on you to help speed things up) and immediately open your main menu (which pauses the game) to keep your potions lasting as long as possible.
Step 9: Eventually, your bonus to Alchemy will be absolutely insane. While it is insane, make 10 or so potions of Enhance Restoration (so you can jump straight back to this point later if you need to) and make 20-40 potions of Enhance Enchanting.

Step 10: Remove your Alchemy equipment and put on your Smithing equipment. Wait 30+ seconds to let all your Alchemy potions wear off (to avoid things getting weird, see below) and then take your insane potion of Enhance Enchanting.

Step 11: Quickly make one or two items before the potion wears out (30 seconds). They will be massive.

Extra Benefits: If you aren't maxed out on Alchemy and Enchanting, making these potions and enchanting while under the effects of the potion will make you level insanely fast because the XP gained is based on the cost of the item you're making.

Explanation: It turns out that any item you Enchant COUNTS as a Restoration effect. So when you use a Enhance Restoration potion, it temporarily increases the bonus of ANY item you have enchanted (but not those others have enchanted). This is almost useless in actual combat because the bonus goes away so fast. But, for alchemy, it can be very useful.

That seems like some clearly obvious glitch
On the other hand, I'm not sure how it can be fixed if it is part of basic mechanics

I did some stuff like that in Fallout 3.

- First time, I collected Pre-War money and filled one of my Megaton home's rooms with it. That way I could walk around the piles of money, Scrooge McDuck style.

-Another time I saved each and every helmet I scavenged from dead enemies as trophies. This playthrough I was living in Tenpenny Towers. I kept them all in a drawer up until I was finished with the main quest (Broken Steel had been out by this time). After the plotline finished, I collected all my fresh new trophies from the final battle and went to my apartment in the game. Gathered up the rest of my helmets from the drawer. Then went to the fountain out in the plaza of Tenpenny's place. I then opened the menu and dropped each of them, one at a time. After closing the menu screen I was treated to the 300+ helmets flying from my character in a mushroom cloud of Enclave and Brotherhood steel. Once the processor caught up after a lengthy frozen screen, I had a perfect circle of helmets cascading from the center of the fountain outwards. It was glorious.

-I also once kept every Nuka-Cola I collected throughout the game and lined my stairs outside of my Megaton home with them. Every fifth bottle was one of the glowy blue ones so it looked like aisle lighting in a movie theater.
