"In the wrong" has a lot of different meanings. Remember J Edgar Hoover? Remember how the government was more interested on spying Martin Luther King Jr than potential Communists? The American government recently spent millions of dollars spying on Quakers and other peaceful anti-war protesters. Gotta keep an eye on "pacifists handing out pamphlets."
