Swift Swim + Rain Dance was never banned.

Swift Swim + Drizzle is.

Hopefully when Shadow Tag Chandelure is released (unless it already is - I gotta catch up on my pokemon again) it's not banned - I plan on using the absolute hell out of that.
I don't see Shadow Tag making it too powerful. Dugtrio has arena trap and it doesn't really make many waves. Don't quote me on this though. This gen is weird. Anything can happen. Like special tyranitar.

Excadrill IS banned.

Actually Wobbuffet has been delegated down to borderline. Not only is it allowed in standard play but it's frankly not good enough for most standard players. This was mostly do to encores new mechanics and the prevalence of u-turn and volt switch.
Christ, I've been out of the loop for about 4 months and the rules have already had a complete overhaul. I remember Excadrill being under scrutiny, but it was still permitted - the 'Swift Swim + Rain Dance' combo was banned after a bunch of people figured that Kabutops was ridiculously overpowered during rain (Politoad Drizzle was also a cause of this). I also remember more then a few Wobbufetts in the OU and Uber tournaments (granted these weren't Smogon or Official tournaments, but they did follow most of the rules/bans).

Hopefully when Shadow Tag Chandelure is released (unless it already is - I gotta catch up on my pokemon again) it's not banned - I plan on using the absolute hell out of that.
Actually the sift swim + Drizzle ban is still in effect but can be avoided by using a manual rain starter. On Pokemon Online at least Chandelure is banned but only in the dream world tier. People said it was OP because you could trap something, set up to +6 SpA and spD and then do a monster sweep. Essentially you have to have an aqua jet user and you're pretty much guaranteed to lose one poke.

Excadrill is still banned though some are saying that it may come back if they issue a complex ban. Personally I never had a problem with it because I play Dreamworld and Techniloom utterly one shots it with mach punch.
