Well, with the things you mentioned, I'd recommend either Lucky Star or Ouran High School Host Club.
Some other good animes (Not so much the romantic part, but it does have some romance) are the Lupin III films, The Castle of Cagliostro, The Secret of Mamo, and Goodbye Lady Liberty.
Or my favourite, not much like what you asked for, but I'll say it anyway, Higurashi no Naku Koro ni.

Even those who are not into anime I would say Spirited Away. It is one time when dubbing in English does not ruin it by having characters be wise-cracks.

Anything by Studio Ghibli gets my approval. In particular, they're earlier works like Princess Mononoke and The Crimson Pig are very good.

Just make sure to watch it with subtitles, Ghibli films never have good English voice overs.

Great Teacher Onizuka aka GTO...It's funny, easy to watch, and fits your stated requirements.

this, school rumble is a great lighthearted anime, and very funny. You can also go for Love Hina, which I find really funny

I would write that series a letter of recommendation if it asked me, but you're just gonna have to take my word for that it is the Best. Series. Ever.

I'd recommend Code Geass, but bear in mind that it isn't a comedy, and the romantic subplots fall apart pretty horribly (for the characters... still entertaining).

Cowboy Bebop is also good, a mix of space opera, comedy, and tragedy.

Bleach is entertaining, but it's probably best to stop watching after the first season.
Naruto is good, but likewise, best to stop after first season.

Yu Yu Hakusho is a good one

Utawarerumono I found entertaining, though I couldn't find an english-dubbed version

Berserk is quite good.

Gundam Wing is very good, though the dialogue is a bit stale, highly recommended.

Trigun is great. Definitely look into it if you haven't.

Princess Mononoke is one of my favorites. It's only one movie though, no series.
