Until we actually get to play Metal Gear Solid V, I couldn't give you any actual specifics but I see zero reason why it couldn't. Contrary to popular belief, there are plenty of people who do not like The Witcher games (there are also plenty who don't like Metal Gear but I am under the assumption that MGS is the under-dog in this fight so I'm throwing Witcher under the bus).
Frankly, they're both rather similar. They both target a more mature/adult audience (obviously teens that play these games exist but I imagine the target audience of both series are adults rather than teens). They both are drowned in their own mythos that shy a lot of new people away (I've been playing MGS since they first came out and I get confused what the hell is going on constantly and The Witcher requires an encyclopedia reading in order to know what's going on). They both deal with complex themes and have bigger ideas than just "Kill this thing" (I'm assuming this for Witcher because I hated Witcher 2; I'm going off of what I've heard).
So yeah, I see no reason why MGS (or really any other excellent game) couldn't compete with Witcher.

The MGS games have always been insanely content-dense, I don't think MGSV will have a hard time competing at all. The RPG elements won't be as robust, but MGS isn't an RPG. The Fox Engine sorts that out automatically. It scales down images too powerful for the machine, which is why P.T. could have amazing details up close but look good at a distance. Peace Walker was RPG-esque. But really more of a resource management simulator. Soldiers also had stats that leveled up. Well we can't really know until the game is out. You're also forgetting about Bloodborne, a game that was loved by both critics and gamers.
