How about we build a floating city, and drop it in the middle of the Ocean? No anchors, no moors, but a means of propulsion so that it can literally be an international capitol? It could drift to the pacific, to support the Eastern roots, or into the Atlantic, to discuss legislature and law close to the western nations, or even cruise around the Indian ocean, obliterating pirates as it goes, with massive mounted cannons?

That was my initial thought, but you wouldn't be able to locate it anywhere that would satisfy everybody. Sure, you could have some sort of rota system ("So it's in the Indian Ocean this week, next week it'll be in the Atlantic Ocean..." etc.), but that would be a logistical nightmare. I mean, who goes first? What if someone's time has to be cut short because of an emergency? The moon's just much easier as it's basically the same difference from everyone. Although practically I'll admit it leaves a lot to be desired.

I guess it would have to be somewhere that was already very use to having an a lot of people foreigners in residence. This requirement bumps the Orient right of the list, and I would have been cool with Tokyo or Kyoto. I would say Jerusalem, but we would have to be able to expect a certain level of security and peace. Almost anywhere in Africa must be dropped for the same security reasons.

This leave the, loosely speaking, Western countries. For balance of power issues, the new seat should be given by its nation of origin (as the District of Columbia was given) so that one could say that the seat of government was not in any one nation-state. This takes away all capital cities and cities with which its government would not be willing to part. That second part forces us to drop New York.

Based on the above, I'm going for Houston. Keep in mind, I hated living in Texas, but I think it is the natural choice. If anybody else has an idea that fits the above criteria, I am certainly willing to hear it.

That said, why don't we just build a city on Antarctica. I would hope that a world government would legislate as little as possible. If we put their chambers in Antarctica, each session could not possible last long enough for stuff to fucked-up too badly. Actually, fuck Houston; I'm going with Antarctica. We could call the city.... Pangaea or the Swedish work "Fukitscold."

So? At least it's close to the Earth and can move. If everyone can show up to the UN in New York, they can go to the Island wherever it is. The island will also be mostly self-sufficient, and can communicate to anywhere via satellite. As to landlocked nations that may feel underrepresented... screw them! No coastline, no service.

Wait a minute... I've got it! A giant floating city! Then everyone's represented. And it could also be used as a military installation in case we need to bombard any rebellious factions on the ground from the sky.

I thought about that, but how the hell does one keep a whole city in the air? Maybe a near earth orbit space station would do?
