You could easily parody some real cat breeds.

For example:
Russian Blue
-It's a communist. If you keep it around too long it will try to redistribute your wealth. Or, if you're poor, it will actually pay you! (Could be a good mechanic to help out struggling players.)
-If you are caught by law enforcement, you can out it as a spy and get off with a warning. (Well balanced by the risk of keeping one around.)
-It fights your capitalist notions of private enterprise by trying not to be sold. This gives it a small profit margin except to specific customers.
-Resistant to cold.

I'm thinking a blue cat dressed in WWII era Russian army cold weather gear!

Weird but nice idea.
Because I have in mynd to name all the Cats like the RobotMaster in Megaman Games. [that why I name one Cat "Tiger Cat" XD], can you suggest a name with the word "Cat" on it?

Why the Cat Burglar play well with Cat-in-a-Sack?
I think it will be the opposite.
When The Cat Burglar steal something, it will use the sack of the Cat-in-a-Sack to throw all the sh*t it is collecting. Cat-in-a-Sack would be really piss!!!!

-It can catch lived fish including when you area away (farming fishs in a way).
-There is a minute cooldown if you take this car on land (it need to dry off its fur first).
-30% success toward fishermen and customers living in lake or beach.

-Sumggler can swim when equip with Aqua Cat (think Surf from Pokemon).

Well, it is time to make a Presentation of how it could this game work out in the end.
I must address this isn't my final idea I have, just an early form of the game I dream to create
I must say a Big Thanks to the user "Vern5" for the inspiration of how the gameplay will be.
With that said, here is the example:

Day 1

After you took the mysterious magical Coat from the shop "Wizards of the Coat" and spoke with the god/goddess "*****", you immediately went to your apartment to get prepared for the Big Day.
The day you will become a Cat Smuggler for a holy cause you had never imagine in your life!!!
You reach your apartment and get go to sleep.

Day 2

You wake up, eat breakfast and get dress to meet once again the god/goddess and show you the first cats you must deliver to others.
You finally reach the Museum.

*Scene with you and god/goddess and the first 3 cats you must deliver as a first test*

---The cats you get every time you visit the god/goddess will be Random, but for now the first 3 are: Cuddly Cat, Puppy Cat and ScatCat---

You go back to your apartment with the 3 cats.

---You have many different kind of Stats that help with many different things in the game. For now I don't have an idea what kind of stats will have---

---The cats that live in your apartment, there is a big or small chance to create different and random events around you or even if you are away---

++Random Events in your Apartment++

-The Cuddly Cat want to pet it. Your happiness increase 5%.
-The ScatCat start dancing by putting its song on Youtube very loud. You are ineffective by that.
-The Puppy Cat because of the noise, start to barking very loud. Your happiness drops 5%.
-The manager of the building call you to ask what happening with the noise.
-You lie to manager having the TV on with the volume very high. The manager believe you. You get only 1 penalty point.
-You try to stop ScatCat and Puppy Cat with your charisma.It is effective to Puppy Cat, It is ineffective to ScatCat.
-You try to stop ScatCat by force. It is effective, but ScatCat happiness drop 30%.

You decided to check the map of your town for a perfect spot for your Smuggling.

---Only one Area available for now just for the test. In the future you will have many kind of areas to visit. Also for now you visit only the areas at night for now---

Areas Available:
-Park 1 *Night* [Very few people around, but nearly zero chance to meet a Policeman]

Select Area "Park 1"

---There are two phases when you work: While you are on your way to the area and in the area. Many different kind of Random events will happen to help or even make your duty more difficult to accomplished. By updating your stats, carrying useful items, have specific cats with you and having extra help from others it will make your job more easier---

Select how you will go to the Park 1:
---Right now the only option is "on foot", but in the future you can use a car,a van,a bike,a skateboard,and many different kind of "tricks" to travel faster. Also base of the way you travel, you will meet different kind of events on your way from other options you have---

You select to go on Foot.

+++Random Events while you go to the Park 1 on foot+++

-The Puppy Cat want to pee really bad!!! What do you do?
-You select to let it out to pee. Nothing strange happened.
-The Puppy Cat get back to the Coat. Its happiness increase 50%.
-You meet 2 policemen talking near the road. They didn't noticed you yet. What do you do?
-You select to risk and pass them.
-ScatCat started to singing its song!!! Its made irritating noise around you. What do you do?
-You select to stop ScatCat from singing using your charisma. It is ineffective to ScatCat.
-The policemen notice you, But luckily they ignore you because they believe you had a radio playing music with you.
-You reached the Park 1!!!!

+++Random Events in the Park 1+++

-You see a DJ near you. What do you do?
-You go to talk to him. You show him your cats.
-The DJ is interesting in ScatCat!!! He offers 100 dollars.
-You said to him 150 dollars.
-DJ said to you 120 dollars.
-You made a deal!!!
-You gave ScatCat to Dj. ScatCat start singing its song.
-DJ loves it. DJ give 10 extra dollars!!!
-You see a mysterious guy covered with a black coat and a black hat. What do you do?
-You don't do nothing. The mysterious man leave.
-You see a Zombie near you. What do you do?
-You go to talk to him. You show him your cats.
-The Zombie is interesting in Puppy Cat by point at it!!! You don't understand his language for how he offered to pay.
-You don't do nothing.
-The Zombie get angry!!! he trying to get the Puppy Cat by Force!!! What do you do?
-You tell Puppy Cat to attack the Zombie!!!
-Puppy Cat bark at the Zombie. It is inneffective
-The Zombie grab the Puppy Cat!!!
-Puppy Cat bite Zombie to his head!!! It is effective.
-The Zombie leave the Puppy Cat down!!!
-The Zombie leave.
-The Puppy Cat get sick.
-You decided to leave the Park 1. The sun is ready to rise.

And here I end the example of my idea for now.

I want a security guard cat. my Dog offers enough companionship as it is and although he does bark I suspect in his old age he'd be of little use aside from said barking if an intruder broke in or threatened my family. I need a cat that can be playful but when its not playtime will be ready to claw out the eyes of potential intruders

-Docile and easy to transport
-Requires a larger amount of inventory space than your average cat.
-Massive penalties if you are caught with one.
-Guaranteed sale to a male Otaku-type buyer. 50% success to a Female Otaku-type.

They would buy it at a high price.

A real challenge for me....very difficult to draw a cat-girl....
But good idea, I will give it a shot.

Draw a girl, add ears and tail. Done.
The only thing to note is proportion. Cats actually have very big ears in relation to their head. - This is something to keep in mind when drawing them (and also something I had to consider in creating a costume). - in relation to a human head, the ears could be bigger than the distance between the mouth and eyes...
Possibly even as much as 1/4 the length of the head...
