Anyone who's ever been fucked over continuously because of some unpopular trait probably has a part of them that is rooting for Magneto.

Nearly everyone who watches Constantine finds Lucifer to be the most likable character in the whole film, and he only appears in one scene.

Abraham Reyes reminds me of one of my friends, which is probably a horrible thing to say but he probably wouldn't care.

I like how Hitler never sugar coated that he wanted to get rid of some Jews. He was very straight forward with it. Still evil, though.

But, on topic, I like Tidus and Rikku from FFX even though they are quite giggly/annoying/depressing sometimes.

The master from doctor who. He really climbed the villainous ladder. Going from body snatching to taking over earth on a flying airbase. He then came back from the dead and turned all the humans on earth into copies of himself. Evil, but hilariously evil.

I'd have to go with Dr. Facilier, from The Princess and the Frog, he seems like just your average witch doctor at first, but as the movie goes on, you see him get darker, and darker, until he's literally consumed by it.

Second place goes to Darth Vader in Star Wars. Why? BECAUSE HE'S FUCKING DARTH VADER!

Teatime from Terry Pratchett's "Hogfather" (Discworld Novels)- He is an assassin that has the assassin's guild afraid of him, he goes against all the beliefs of the assassin's guild and kills anyone who gets in his, he is creepy as all hell and is hellbent on destroying all forms of belief on the Disc. But by god I LOVE him, he just has this quirky, creepy charm about him.

Gul Dukat. The guy was severely twisted and manipulative and rather horrible when you get down to it. But I can't help but be impressed with the crazy cardassian.

+1, man. And I like his interactions with Cortana. Halo games don't have much of a plot, but it's entertaining and inoffensive.

{Screw the haters (she might actually). She's a batshit egotistical self-loathing psychopath with some "mommy issues", is completely smitten by a boy she tricked into dying (he got better. Much better), or that she mindrapes a kid into jumping off a cliff while laughing maniacally. She's still my favorite character of all time. Seriously, check out her TvTropes page (She has ALL the tropes. All of them) Or the many many locked threads that were derailed into flamewars discussing her. Sooo Coool.}

Caesar and General Lee Oliver from Fallout: New Vegas.

Caesar views women as inferior, encourages crucifixion and execution, has a short temper and is generally an asshole. But he is so well voiced, written, gives a crapload of backstory and lore into the Followers and tribals of the area, and his intentions are for the greater good in creating a stable and peaceful Mojave through whatever means.

General Oliver is an incapable military leader, he encompasses many of the bad points of the NCR, he is Kimball's lacky and doesn't know what's best for the NCR or the Mojave. Unlike Hanlon he just doesn't have the foresight to see ahead of his enemies and strategically plan for battle, even Hanlon sees holes in his defenses. However, he is just so damn well written and hilarious and he has an awesome uniform.

Morrigan from Dragon Age: Origins. She's got the most stupidly implausible clothing of all time, the writers can't decide if she's supposed to be your token evil teammate [http://tvtropes.org/pmwiki/pmwiki.php/Main/TokenEvilTeammate] or just self-interested, and some of her dialogue appears to be glitched, but underneath all that crap there's a good ambiguous character.
