Just to clarify, It isn't illegal to have more than 1 kid. The state will only fund/support the First one. The problem falls into two categories. They sold the children for a profit rather than put them up for adoption which is regulated to help ensure the safety of the children. More importantly we don't know who the children went to but it is likely to be human trafficking. A life of slavery is far worse than being raised by stupid parents.
