You play as a villager in the middle-east, and all you do is live your life as a normal villager would. There is an ultra exclusive radom event that can happen that causes a foreign military convoy to go through and look for suspicious activity. The game is also a complete free-roam, but if you go too far from the village, you will most likely die from dehydration.

An open-world city but it's just three or four different buildings copy-pasted around the map. You can't drive any vehicles. You can't commit crimes or you'll be immediately arrested and it'll be GAME OVER. You simply walk around listening to NPCs conversations. Also, the NPCs are all voiced by the same two people. Played in first-person view. You win when you've heard every word the NPCs have to say. All of them.

I've played forklift truck simulator 2009.
Easily the most boring game I've tried.
Forklift Truck Simulator 2009 is so overrated, 2010, 2010 is where it's at.

the game is called "4 Minutes and 33 Seconds of Uniqueness" and is hands down, without a doubt, no contest, absolutely the most boring game possible. this is indisputable.

What, no one's mentioned the "Watching Paint Dry" game?

You win if you sit through the time it takes for the paint to dry. To make sure you don't cheat by just leaving your game on while you go do something else, you have to press a button/wiggle the controller at random, small visual prompts so it's sure you're looking at the screen at all times.
Aww, this was going to be my suggestion too.

You could have the wall get less shiny very... very... slowly... as the paint dries.

How about a game where you basically totter about all day, but at night monsters come out and wander aimlessly around.

It's not really the concept that makes a game boring, so much as the execution.
To be fair, if the game added maybe, Procedurally generated infinite worlds to wander through..... and allowed you to ....like, build anything you want; then, yeah I might consider buying that. ;)

OT: Uhh.....a game where you are an inhabitant of Fantasy world. And you play as the "NPC" that mans the item store right outside the cave where the final boss lives. So you get to See heroes going in there ALL THE TIME, and hear their hwls and shrieks of pain all day.....but can't do anything about it cause you're a worthless wimp who can't lift the sword in his shop.

A game where aliens invade our planet during a time of great global turmoil, and you play an elite set of marines who have to shoot from behind cover at the invading foot soldiers, despite the alien ships having weapons that could wipe whole cities off the map.

No, wait, we have that already.

Ooh! A game where you drive for 8 hours in a bus between two desert cities, with no other drivers on the road, where the bus persistently lists, and you have to stay focused less the bus crash off the road!

Damn, the game industry really jumps us on this one.

How about a game where you have Aliens are invading a troubled world, and you have to be a politician arguing over whether or not the alien invaders are really worth considering as a threat to the nation, or just the Hollywood leftist agenda trying to confuse the nation. You encourage the party to not take any action in supporting the leaders of the world in defending the world, and lead us to a stalemate between the two two factions, where in the middle of this bureaucratic roadblock, the aliens get bored and blast us all to hell, starting with politician Camera Face, so that they don't even have to apply the destruction special effects. And you do everything from your office desk, and your aide comes in occasionally and takes some of the papers from your 'out' tray.
