I really enjoyed the insanity of my bride is a mermaid.Also I highly suggest the English dub one of the few cases that the dub beats the original audio.

I'll add my voice to those recommending both Azumanga Daioh and Urusei Yatsura and I'll throw in a recommendation for Irresponsible Captain Tylor as well. I know you asked mostly for 'random' type comedy and this one has an overarching plot, but I think it will be *very* much worth your time. I've never known anyone to be disappointed by it.

I may be blasted for this, but I found Axis Powers Hetalia to be pretty funny. Especially when you watch the dub since there is a better coverage of over the top, stereotypical accents. Plus it throws in tons of historical and cultural trivia, that's always neat I suppose.

I also suggest Haiyore! Nyaruko-san, it is very funny and somewhat fanservicey, and never takes itself seriously. It blends the Cthulhu mythos with a love-dodecahedron anime. I can't recommend it enough.

My favourite anime comedy is Minami-ke season 1. It is a simple depiction of the lives of the three Minami sisters. Please, don't expect too much.

Fullmetal Panic - Fumoffu. It's one of the funniest ones out there, if not the funniest. Watch the english dub, it's very well done and one of those rare times where I prefer it to the sub.
It's an off-shoot of the more "serious" Fullmetal Panic series, and ironically it's the best thing to come out of that series because it's so hilarious. You don't need to watch the original to get Fumoffu, it stands well on it's own.

I was going to suggest Nerima Daikon Brothers. Chibi Vampire is pretty funny too but it might fall into that romantic realm you aren't interested in.
