You need to restart your computer and as soon as it boots before any programs load on the start up open the task manager and go to the processes tab and end that making note of them name. (viruses like this are normally random letters and numbers) Search your computer for it using the nifty search companion making sure to include hidden and system files and delete it. Before deleting anything make sure you are looking at the correct everything. If you are unsure of it message me on here and I can identify the process you are looking at. Whether it be system, a program or a virus.

You can scan them boo boo, and it sounds like you need to update your anti virus programs.

As said by everyone else, back your hard drive and reformat. If you can not afford another hard drive to back your data, partition the hard disk so that your program files are separate from personal ones. If that makes no sense, then gl hf dd.

1. Try Safe Mode and see if you can download Malwarebytes.
2. Import Malwarebytes from a USB if that doesn't work.
3. Attempt to run. Instructions for helping to get it to run are on their forums.
4. Consider reformatting if this doesn't work, cause viruses nowadays are fucking annoying.
5. Ask for help on their forums because you won't get too far using any other tools on your own. Or, if you feel you are reasonably competent, try TDSSKiller or Combofix. Do anything stupid with those and you WILL be reformatting (since you can't restore to before using either). Both alter major files in the registry

Those rogue antivirus programs tend to be a pain in the ass.

Personally I believe if you have to ask how to get rid of it.
You won't be able to.

Format the machine.

I had this on my computer awhile back, told us we had to pay or the "viruses" would run rampant we didn't pay obviously then they disabled our use of the internet. But then Mother nature stepped in to give us a hand when she struck the power box outside my apartment with a giant jolt of lightning causing the computer to completely fry.

Oh right and I have no idea how to fix it, sorry bro.
