Very funny, that's not how it works on my PS3 on a wired connection even, it takes 7 minutes to download, 5 to install. This is followed by having to update the game I want to play. Huh? Download time isn't a measure of power, it's a measure of internet speed. I'm pretty sure gaming PCs are the more powerful systems objectively. ps3 and top of the line gaming pc. All platforms have their pros and cons, it's personal preference, and arguing that pcs are better than consoles or vise versa is moot.
