Specifically, one LEO grabs the attacker and puts him in a hold long enough for the second LEO to put flex cuffs or regular cuffs on him and tie him down. I do not have enough information to say definitively that that would have worked (there would have needed to be a tie off point for the attackers arms) but that is a probable method to end the attack. And, assuming it worked, it would have been far safer for the victim.
I thought there was only one officer on the scene? And my only concern with the close quarters attack would be more face trauma if the perpetrator had his jaws locked on to the victims face. And my second question is unrelated to this issue...HOW does this even happen?
