I accidently stole a harmonica off of a radio I was trying to turn off.

That actually happened in one of my games of Fallout 3. I then had to wipe out defend myself against the Family and Arefu. All over a fucking harmonica!
You think that's bad?

I turned off a radio in the museum thing in Rivet city due to it spewing out Enclave propaganda. the old man running the "museum" started screaming and ran away.
Then security arrived.
Yeah, I'm always amused when its "illegal" to turn off a locked radio or open an unlocked door or something ridicullous like that, but when I eat people's body right in front of them, they don't seem to have a problem.

I "engaged in horseplay" in my university chemistry lab (seriously, that is how they have termed "dicking around" in the lab safety manual)

You commit a random, so small crime that normal cop shrugs it off....but then, Imperial Guard a mile away behind a giant gate in a sound proof room. What did you commit?
The Imperial Guard bit makes no sense to me... Wut?

OK, I don't get the second part...
In The Elder Scrolls 4: Oblivion, the AI considers lots of completely innocent and innocuous acts to be criminal. Like picking up something you just knocked off someone's table. It's really preposterous because the guards all say the same dramatic sound clip for every offense ("Stop right there criminal scum!!" >:[ ), will kill you for not complying regardless of the circumstance, and always know of the crime as soon as it happens (even is they have to run from the other side of the city to find you), then descend on you as if they'd just been waiting outside scrutinizing your every action through the key hole. This is complicated by the fact that the pickup command is the same button you use for talking, activating things, and opening doors or whatever. Plus, the NPCs have no survival instinct and will sometimes walk right into your cross-hairs as you're trying to shoot at a tree or something. Tis' the reference he's makin.

What about Imperial Guard a mile away behind a giant gate in a sound proof room? Seriously, this doesn't make any sense.
He senses your crime and comes for you, RUN!!!!
