I would keep it around for "good" purposes, if you could call it that. Probably would use it on anyone committing genocide or preventing a bad situation from happening(lets say the name gets out of someone holding a child hostage).
I wouldn't use it. Killing someone isn't something to take lightly.
I don't have any right to judge who lives and dies, those people I'm killing have family and friends and I have absolutely no right to kill someones mother, father, sister, brother, son or daughter.

Every leader that is corrupted by power has one moment where they say something publicly that shows their utter disregard for the prosperity of the world over their own personal gain.
This can be vocal threats against otherwise peaceful nations.
This can be caustic rhetoric meant to increase tension.
This can be the initiation of war.
Leaders would soon find that doing so would also mean their own death. Any member of their cabinet that supported the war, or voted in favor of it would soon lose a family member. Leaders would remember the days of old when going to war meant that you lead the charge. That war was perilous to your own health not the lives of poor bastards you sent into the field.
Leaders of the world would accept that peace was the only way for humans to save themselves from their own barbarity... or they would die.

I'd cheat. I'd get the phonebook from any town in the world, copy all the names into a computer, then use the death note pages as printing paper. Then repeat.
