1) People can get health insurance. Animals? Not so much. So while it may be theoretically possible to save an animal that's been dismembered by a car or ravaged by cancer, a lot of folks simply can't afford the INSANE medical bills. And there's no one to help them.
2) People can receive counseling to deal with things like this. Animals? They're basically in it alone, thanks to the language barrier.

Right, but not as readily. A lot of places don't have it at all, and those that do, it's often just to expensive... especially given that so many people can't even afford health insurance for themselves first of all. The "pet health insurance" industry is tiny, and it's not under the same scrutiny as the "people health insurance" industry... so they can charge what they want, cover what they want, yadda yadda.
So, by and large, people just can't get it. As you can tell, that post was cut short due to me having to step away from the computer rather urgently and just hitting "SEND." It's so far back in the discussion, I just didn't go back to complete it. Hopefully this clears things up a little.
