While I agree with the Pokemon sentiment for combat systems, by storyline I'm going with Chrono Trigger[yes, I'm one of THOSE people].

he never specified video game, so Dungeons and Dragons, the original. you could create your character, from a huge cast of races, classes, multi-classing, different weapon types, creating a battle style, forming a team, multiplayer, creating every dungeon, and just plain unlimited creativity and replayability.

Ninja'd!

Heh, D&D was the ORIGINAL Turn-based RPG, not to mention the fact that you can add in your own things! In any edition! The game truly is limitless. Heck, if ya don't like a certain aspect of a certain edition's gameplay, you could very easily change it. D&D wins the thread on that, hands down. Now, if you want to restrict it to video games, then we can have a nice big debate!

And on the Video Game front, I'm going to throw in some support for Pokemon, as I intend to get Soul Silver one day, as I've not cared for the newer games, but I do consider Gold/Silver the height of the franchise. I'm also gonna throw in some support to the Digimon World games, in particular, Dawn and Dusk. for mostly the same reasons as Pokemon, but with monsters that, IMO, look better. That, and I can't really see where else the Pokemon series can go. I mean, Platinum let you catch the GOD of the world, what's next one giant, hidden Pokemon that is, in fact, the entire universe itself?

But yeah, pretty much any monster-catching RPG will give you lots od deepness when it comes to customizing your party and whatnot. If it wasn't turn-based only, I'd throw in Daggerfall, but alas...

How is it Turn Based? only thing remotely turn based is the optional V.A.T.S targeting system
Ouch, man. Just... ouch.

On topic: I actually just realized how deep Pokemon truly is. Also, although it's definitely not the deepest, I love the way combat is handled in Final Fantasy III/VI, with the personalities of the characters being reflected in their combat style (like Setzer's gambling)

Temple of Elemental Evil's pretty deep.

It kind of sucks, but it's a really deep Turn Based RPG

I'm going to have to say Grandia 3. As far as tactics go, it's hard to have something deeper than it without going to a full grid based system. Second place for non-grid based RPGS would be Mana Khemia. The swapping mechanism can get very deep in it.

Disgaea and Final Fantasy Tactics are both very deep and get my overall vote, but force you into grid based strategic play rather than pure turn based rpg goodness.

I would have to say Xenogears has a great story line and cast amazing controls for a turn based RPG on psone not to mention you can also plays as giant robots And Baldur's gate 2 has more than 200 hours of game play not to mention is probably the greatest PC game I have ever played

A million times, Pokemon. To add to the previous statements, the game can be simple enough for low level/younger levels of play, yet it still has a complexity to it that leads to some insane competition at higher levels.

I was just downright pissed when my lvl 100 Dragonite got taken out by a level 17 Rattata. I honestly did not see that one coming.

What do you think is the deepest turn based RPG? Can be Japanese or otherwise.

By deepest I mean best character scaling, most diverse combat. Lot's of abilities, character classes and well fleshed out leveling system. Hit me with some titles.
Lately, I would have to say, most likely FFXIII. The battle system is actually quite complex, involving the right timing, right techniques, right Paradigms.
Also, Wild Arms 3. The gameplay for that game was immensely dense for the sequel to such a crappy Jrpg (Wild arms II, not One, I absolutely loved one).
Vagrant story's combat system was extremely hard to master as well as a lesser known game called Vandal Hearts II.

Pokemon puts pretty much every other turn based series to shame.
Hm... Except that its a SRPG, Disgaea completely puts Pokemon to shame in all points mentionned by the OP. I can't think of any turn-based game that is deeper than the Disgaea series.
The Vandal Hearts series was fairly deep (not sure about the new one on PSN) and also FF Tactics took alot of intelligence to master the battle system for that.

ToEE was a fun play, but buggier than hell. Icewind Dale was pretty good, too. None of the compared to BG, though. The only game I think was in it's class was probably Planescape:Torment

Why can't they continue to make games like this? For Bioware, these days flash (aka cinematics) is more important than depth and replayability. THEN they say, "oh, wait, you can get our new DLC . . . ." . . if we pony up more $$$, of course.
Baldur's Gate 2 is hands down the greatest game ever made. Ever. It doesn't really feel like a turn-based game when you're playing. I know it is, but I just don't get a turn-based vibe from it, if that makes any sense.

I will say on Bioware's recent games, DA:O is quasi-close to BG in terms of quality. The combat is slightly better, but none of the characters are quite as awesome as Minsc & Boo (though Shale is actually damn close), and the bad guys aren't nearly as interesting. KotOR is very very close to match BG2 in quality as well, though I don't really count it as recent. Not quite as good due to some shenanigans with the combat and an aggravating inventory, but almost there.

NOT FO1 or 2. The combat in FO1&2 is certainly not very deep at all, it very quickly degenerates into spam eye/head shot, use occasional stimpack. It's extremely simplistic.

I'd say X-COM or Dungeon Crawl:Stone Soup are all good examples. Pokemon is deep, but I consider it overcomplicated.

Precisely. For deep turn-based combat, you shouldn't be looking at rpgs, but games like ufo or ja2.

After that come the tbs/rpg hybrid games like homm and aow.

Best turn-based combat in a pure cRPG is in ToEE, but the dialogue sucks.
FO1 for all it's strenghts has rather simplistic and unbalanced combat.

I am not sure what you are aiming at in regards to "deeepest".
The first crpg that really opened my eyes for what was possible for a computer rpg was Ultima 6 and Ultima 7. Those games were way ahead of the competition in regards to story and involvement in the world you walked around in. From a pure tactical viewpoint it is perhaps not "deep" compared to later titles, but back in the days it really shined.
