Their main storylines are. But so is every game's, more or less anyway. No, not as open as games like Fallout, but they still had noticeably more freedom than your average game.

Bear in mind that I haven't played it, but the way the linearity was shown in the review was basically that any area you were in, you would essentially walk down a straight corrider to the end and then onto the next area. No towns, no open areas to explore (for the most part, they said there was a bit about 12 hours in where you hit open plains), no real merchants (just a "shop" option at save points). I love JRPGs, but think of them more as interactive movies as opposed to being actual RPGs.
