Why does it have to? Aside from the easy argument of Creators Rights and the lot, everything in the Mass Effect universe has been wrapped up. Every loose end has been tied up by the time the ending sequence happens. Mordin's death was one of them and then the bar in the sky talk with Garrus. That talk was possibly the best dialogue conversation I've EVER had in a game. Made me swell with emotion.

However, I don't think that is the actual ending. what I mean is this: Bioware is not stupid. never have been, most likely never will. As yahtzee said, Bioware's writing is some of the best in the industry. I, for one, refuse to believe that Bioware thought that the ending in the finished game was what they would leave us, the paying public, like that. My theory: there is something coming. If I am right, it might be the greatest swerve since Hogan turned heel at Bash at the Beach '96. If I am wrong (and I doubt that I am) I will probably not be playing video games for a while.
