This isn't exactly in the vein of what most have posted, but the moment I first saw a cow's head getting blown away in Fallout 3... and then seeing the mangled neck stump with the open windpipe and all I was definitely a little shaken.
From what I gathered, all the babies are not Astraea, but rather children that have been abandoned or aborted by other people and throw down there, to get rid of. Not that that's not terrible, because it most certainly is, but I don't think she birthed any of them. She "merely" came to the Valley in order to redeem and save the lost people down there. I didn't take the "giving herself" to the demons literally, but more because of a realization, that her god wouldn't answer her prayers and so there was no point serving him/her. Of course, it's always open to intrepretation, which is one of the wonderful things about that awesome game. I hope that they make Harley the main antagonist in the next Arkham game; I just think that she's more interesting than the Joker [flameshield] because, think about it, she must have been sane at one point. I think the skeleton with a baby is a crude joke about a mother/daughter suicide I'd heard about, way back in the 90s. I can't remember the names, but it was on the FBI Files, if you really want to track it down. The mother had shot her baby daughter and then herself with a 8 inch magnum. In Point Lookout, a grown skeleton, a cradle with a baby skeleton in it, the grown skeleton holding a gun...put it together.
Also, I have seen two skeletons holding each other, a gun in one of their hands.

as for the quote, its part of her backstory thing, and i believe one of the NPCs in the Nexus or in VoD says it as well, i know Garlen's sister makes this big deal about all that cause she's angry at her brother for following Astraea still...
you can get all the 'trohpies' for Demon's Souls easy, they're only dealing with crafting and beating the demons, not on all the dialogue or small details... i believe the Pure Blood Sword has mention of all this too... it requires looking deep into... and like i said, DEMON'S SOUL not Dark Soul

Also I remember in Dark Souls there was a place I think called Anor Londo that was a dark and abandoned city. I can't remember why it was that way, but I remember the reason was very gripping and chilling. Obviously not enough to make it memorable though :L
Also read the planet descriptions in the Mass Effect games. Same thing there.
I love this theory and it IS creepy as fuck, however I kinda think it's debunked by the descriptions from the valley of defilement archstones. It mentions that the swamp is a dumping ground for unwanted babies and the sick and twisted, So i'm pretty sure that the plague babies are just demons that have taken the souls of said babies. Also I'm pretty sure that the whole "gave herself over to demons" just means that she consumed and utilized demon souls, much like how other characters mention that using demon souls makes you a tool of the demons.
