I hate it. It looks stupid. That said, I also hate girls with fake tans and who wear next-to-nothing in public. It's much sexier to leave plenty to the imagination, and enhance that which is through your clothing style . But as far as the pouty thing goes, it's unnatural and weird. When a dude does it,I just shake my head and ask myself why.
When orange people do it,I just facepalm and ask myself in what way this could make them attrative,or even human.

I think it's to imply they're 'not-so-innocent'. Pouty lips suggest a bit of sass or... rebellion? I can't really put it into words. I think it's similar to the "people who think they're too cool for the camera" and take pictures where they look away from the camera phenomenon. It's to tease or entice the viewer, i guess. And i think pouty lips on girls do have a lot of sexual implications as well.
