If you have actually read the article then you would understand how hard it would be for us to live there, the planet barely rotates, this could mean any number of horrible things. For an example one side is always in the sun while the other is always dark, the temperature on the sun side is 120 degree F, while the dark side is -20 degrees F, the only suitable place we could live is right in the middle a.k.a. the always sunrise/sunset area, basicly (can't spell) we would be always be moving. Another horrible thing, with the planet not rotating much at all the chances of it having a core that also spins is very unlikely therefore the chances of it having an EM field is very low which means more and more dangers from that planets sun. Also if you take a look at the pictures you should notice that while there is water most of the planet is land and with the fact that if we did live there we would always be moving we just couldn't survive because of the lack of water.
All in all I do believe there could already be life on this planet, they could have evolved to deal with all the problems I have pointed out but we as humans and as a species have not made that leap yet.
