I don't play it. What would get me to play it? A cap like other MMOs, from what I understand players who play longer have an obscenely huge advantage in the game, and you're never really going to catch up against the top dogs.
This is a very very common misunderstanding. You're correct, there is no cap on Total skill points, and some players have upwards of 100 million skill points and climbing. However, there is in fact a cap on each individual skill.
Take your Gunnery skills, for example...
Gunnery is broken up into Primary and Secondary skills.
Primary skills are the Size and Type of the Turret, so, for example, you'll train Small Railguns, or Medium Artillery, or Heavy Lasers.
Secondary skills are the ones that add damage, firing speed, accuracy, etc. Skills like Rapid Firing, Motion Prediction, or Sharpshooter.
Now, all skills in the game go from level 1 to 5. 5 being the cap.
You could train all of your Gunnery secondary skills to level 5 in about 2-3 months.
And for your Primary skills, you only need to train for the weapon you want to use. For example, to fly a battleship and use railguns, you'll need Heavy Railguns, and to train all the way up to Heavy Railgun Specialization will take a little over 3 months. If you want to fly a Battlecruiser, you'll only need Medium Railguns, and will take significantly less time.
The point is, skills only go up to level 5, and that's it. You cant improve them, you just go and train other skills.
If you play for a few months and only have 5 million skill points, but max out your Gunnery Skills, your turrets are just as good as a player with 100 million skills points, because he also only has 5 million skill points in Gunnery.
Hope that clears it up.
