I have to throw up another vote for Jon Irenicus

He's ambitious and has absolutely no reguard for the consequences of his actions.
He is absolutely aware of what he is doing and what the consequences will be, he just doesn't care.

This has been a very interesting discussion, and has gotten into the various faces of evil that can exist, be it sociopathic evil, that is "evil" that exists simply to destroy, it is inhuman, sometimes uncaring, or done for very simple reasons, such as Kefka. Or it is misguided or idealistic evil, the evil that has grasped an ideology and will simply not let it go, will ride follow it to the very end, will do anything to achieve its goal, Sepiroth is a good example here. And there's greedy evil, a person doing what is necessary in order to improve themselves and their lot, to become more powerful, to get their way. Bob Page is an example here.

It's really a matter of personal taste which evil is worst, diffrent people react to each according to their own preferences.

For me, the most evil beings I have found weren't even in a videogame, they were the Zepiroth Law robots from Asemov, who for the greater good of Mankind, keep it in an eternal state of chilhood, protected, ignorant, controlled.

Guys, The Evilest villein would (if possible) be the town of Silent Hill, it causes your worst nightmares to come true and brings out the evil it contains to toy with the victims and to please itself. See Silent Hill 1 and 2

i dunno if it can be classified as a villain but it is still the enemy in the game.

I'd definitely go for it. A game really has to be great to portray the very atmosphere of a place - the walls, the sounds, the wind - as "evil". Silent Hill pulls it off in style - the horror hits hard and from all directions. Not that I'm pulling my vote off SHODAN here but I agree 100% with you on Silent Hill. Never played SH2 so can't comment on that.

Sephiroth has always just bugged me, as have all FF-related characters. They just rub me the wrong way. Also, Sephiroth thought he was doing the right thing, so I'd call that more "misguided", rather than evil.

Here are some of the villains who make my top list, along with my pick:

- Bowser/King Koopa: This guy earns a nod just based on persistence. He has that "schoolyard bully" kind of evil flair to him, and he always crashes a party right on time.

- Dr. Robotnik/Dr. Eggman: Call him what you will, this guy's pretty maniacal. I mean, turning adorable little forest critters into robot servants?! How is that not evil?!

- The Vizier: The antagonist from the Prince of Persia series has always been a thorn in my side. I hate being used. Especially when I'm being used as a tool to unleash a terrible curse on my homeland.

- King K. Rool/ Captain K. Rool: This guy is just a prick. I mean who steals someone's banana collection? And not only does he steal it, he steals it just for the fun of it! He just decides one day "Hmmm, I'm gonna send my minions and steal ALL of Donkey Kong's bananas". And on top of that, he doesn't even eat them! Poor nutrition is definitely evil.

And my pick for top evil villain...

Albert Wesker: This guy grinds my gears like no one else. I mean he's double-crossed and betrayed so many people so many different times that he's like an enemy to everyone. And while he's not directly responsible for the T-Virus epidemic, he certainly isn't putting his big manipulative brain to use on finding a solution to it.
i agree cuz Albert let the freaking virus out to kill evry one!!!

and i think that Capitan Obvious' arch enemy Dr. Vague...lol

My Character from Fallout. Often He would enter a city, find someway to earn a little a money with helping with their Bandit/Scorpion/Zombie problem, then I would collect my reward and murder the poor bastard and rob them blind. My favorite scams included: helping the sheriff of Junktown bring down the mob, but then accept from them a offer to kill the sheriff after I recieved my reward from the Sheriff for proving I killed the mobster, which I didn't...yet. Then I would kill the sheriff and get my reward, then kill the mobster and rob his casino. Or the time I took out a loan at the bank, and then killed the banker and robbed the vault. Oh and I completely wiped out Shady Sands, even the women and children.

I liked how he totally didn't care about you. So many villains try so hard to take down the heroes, and Kuja was just all "Oh, you guys again? Huh. Imagine that." It was disconcerting to have your archenemy not give a damn about you. Plus, coldblooded villainy. Like, all that murder, manipulation, destruction, etc. Jeez! He was a mean guy. Kefka was just sorta nuts. Sephiroth was just... really nuts. Kuja is villanier than Kefka because he had an agenda - he wasn't just up to crazy hijinks, he had a plan. Sephiroth was childish. If anything, I pity Sephiroth. Kuja was very mature, which is a lot scarier than it sounds. He could get things done, and was coldblooded where Sephiroth was hotblooded. Ultimecea is just an enigma... not much to argue over for her. Seymour was a dork. I dunno. He was incompetent and delusional. I could go on... Kuja is the best (worst?) of the bunch. Not to mention he makes Heterosexual men uncomfortable, which is more than anyone else can do.
Also, if you think about it, he's kind of like Satan. He gets created by some guy (Garland/God) who has also created a world and all the junk in it (Terra/the world). He does the bidding of said guy (luring planets to be devoured/whatever those crazy angels get up to). He rebels against said guy because he hates to serve under him. Then it kinda diverges, but you can see what I mean, right? Kuja=Satan. Interesting to note: Genomes had no free will. Free will caused the fall of man. God sends Satan to hell. Kuja kills Garland, but is then beaten by our friendly main characters. Good Times ensue.

So there you have it. Kuja is the worst. Go Kuja! Yeah!

Hmm, I'm rather fond of The Transcendent One from Planescape Torment, he's cold, ruthless
and utterly devoid of of compassion. (And voiced by the awesome Tony Jay)
His motivations seem to be purely for his own survival, although I always wondered why
he kept trying to kill The Nameless One if his only goal was to stop TNO from returning
to the Fortress of Regrets, would have thought sending shadows after him all the time
would only serve to make him even more determined to regain his memories.

Definitely Lekain in Fire Emblem: Radiant Dawn. This guy made Ashnard look like an amateur. I don't want to spoil anything, but he is the only character in a videogame I have genuinely wanted to kill as painfully as possible.

That reminds me alot of Prince Prospero in Roger Cormans Masque of the Red Death. Now HE was a seriously evil dude! But with some great lines though.

But for games my winner is LeChuck. I mean, he is an evil zombie-demon-ghost pirate! How awesome is that? And he has an army of evil skeleton pirates, forever cursed to sail the seas. I mean, that is just textbook evil! And he is respomsible for creating Murray!

Sadly LeChuck is also incompetent. Otherwise Thriftweed couldn't beat him time and again :). And that whole scheme involving disguising as an australian something or other was just lame. He should have done better.

I have played Final Fantasy 7, yes I found it nice, but I think Sephiroth was so-so, it was his final slay what made everyone spit in his face.

Luca Blight, for fucking sure. I mean, come ON--he's truly evil in the sense that he embodies everything just plain bad.

He's not out to conquer the world--in fact, he's pretty realistic in terms of goals, he just wants to take his kingdom and make it kick-ass.

He's single-mindedly sociopathic--he is utterly incapable of kindness, remorse, sympathy or any other emotion besides pure lunatic hatred. He's the worst kind of bully--the bully who kills and can have others kill in his name. There's a scary sort of evil to him in that he's somebody who likely actually existed--think about how many English or Spanish Princes were just plain fucked-up little shits who wanted to watch the world burn?

Hell, go even further back. the Romans, man. Luca Blight is like the video game equivalent of Nero.

Not entirely sure, let's see...

Probably the Patriots since they like to manipulate everybody and conspire for their personal benefit with no less than one million things at a time. And when you break it down, Revolver Ocelot is pretty much a gimp for 12 guys.

Darth Traya, while not the most evil, is probably my favorite because she gives a lot of Sith pointers that are deliciously malicious, as well as the fact that she actually helps the player for the most part.

Crow from Def Jam 2 is probably the one my vote goes to: he was mean, can't keep his word, messes with the hero, and backstabs just to make a buck; all that and he looks like Snoop Dogg.
