Wow this is one well thought out and planned RP. May have to consider putting up a character sheet tomorrow. I have a couple of questions considering character look/backstory.
1) This isn't meant to sound prejudiced or anything but, would the people of these three sections have defining physical traits e.g. 1) People from the South Section have darker/tanned skin due to spending time in the hot, desert climate). (e.g. 2) Men from the North Section are more likely to have beards to compensate for the cold climate). The only reason why I am asking is that if/when I decide to draw up a character, I want to make sure the body matched their surroundings.
2) In the character biography, would it be possible to have a character that once belonged in one section, but because of some incident, had to move to another. I just thought that something like this could make for a well developed character, if done properly of course.

To practice his magic, he went around using it whilst in disguise, to capture criminals, outlaws and the like

This is a issue within the City that there is food shortages but while it is a whole City. Some Districts are dedicated to farming (small gardens) and with the use of Magic in some of these, they help produce food fast and with the abundance of trading, it gets around quickly.

1) Section is more ideals then physical traits, people born in the South are more anti-Mage, while someone in the North would be more Pro-Mage. This is due to the fact that none of the people in the South aren't native to the South (since their families all came over to the South section in 3000.) But that doesn't stop from certian physical traits to appear more so in certian Sections.
2.) Sections aren't exclusive, people are free to move from one to the other. The Section in the character layout just means where they're from. People often travel from one Section to another in trading and some diplomatic groups. Since while their is a 'main' government in the Sections, they can't really enforce too much. Unless it is in The North which the governement is more accepted by the various Districts there that they do have that power.

Mage isn't a faction, that's what a person is. Factions are such things as: Upper District (Both name of the Faction and the District), Red Stain, Steel Hearts, Osaian's and Mage Hunters. But you don't need to be in any faction.
Does his family have Magic? Because Magic is a heredity and a domiant gene. So if you're family has no Magic, none of their children will.

Since you said the gods may not want to intervene as much as the Vessel would assume they would maybe her abilities are like other abilities from a different source and she just assumes it?s divine.

Question on lore. If the South was settled more than three thousand years ago how could the population of the south be considered migrant? Shurely by now there would be naturalised residents with many generations of south dwelling?
Also since I?m in (hopefully) do either of you want to set up some history between your characters? It could help to develop our characters and increase our chances of getting in.
Well your character?s a stain and the vessel deals with them on and off. She could even be the vessel?s contact (which would mean you?d have dealt the **** before). You could just be an acquaintance, or a fan (if you like harp music that is).
I mean there?s a lot of possibilities I can?t imagine either character being the sort to go unnoticed. I?ll re-read your sheet and see if I can come up with anything.

I know Scarlett would not be impressed, she has little time for gods and would consider the idea of a spiritual vessel as a foolish notion. She has taken far too many lives and seen far too many of her targets pray to be saved in their final minutes that she all but abandoned her beliefs in deities. I would think in terms of their relationship and history to each other Scarlett will have at one time approached The Vessel for her poisons and some more exotic concoctions but her instance of her own networks and contacts will rule out any co-operation.

I've asked the others but it seems like it could be extra interesting here. Would you like to set up a shared history between our two characters? Might be interesting to see how a more conventional healer went up against someone who?s both older (less naïve perhaps) and helps people in a more destructive way.
Could be some really interesting character stuff there.
I'd like this to work in a friendship kind of way. I'm afraid that having a character who plays of as distancing himself from people he doesn't know or like as being nice if I could counterbalance it from the start with a friend that he'd be more willing to share information with. Plus, I think showing the two trying to help people together would be interesting as like you said, somebody who heals for the sake of healing with somebody who heals but with more effect on the world around them.
I'm open completely to any history between the two about how they met or why they're friends but I'd just like to have one friend from the start in this xD

Actually you're correct, and I should have thought about that a bit more. How I was basically trying to go about it is that, there is no single race that comes out of the South.
Like if you go to Africa you will find many people with African features and most likely black skin (not all, just giving a general example to explain) but since no race is naturally from the South, like the City it is a melting pot. So you can find Asians, Hispanics, Cacuasian, and African (Note: In the City there is no name for anyone of other races, just everyone is Human) so there is no real dominant trait amount inhabitants of the South.
I hope that explains it, please do ask if it needs anymore clarification.

Special Magic is something I will allow certian people to get along the RP because Special Magic is in a similar vien to Abilites, in the sense that you don't need Magical Parents to have Special Magic, but different to Abilites is that Special Magic is something very few have and less know about.
Osaians are mostly terrorists who kill in the name of Osaia, though I would say unlike in real life where some terrorists do kill in the name of their gods, in this universe, there is no religion really since the gods and goddess are known to exist (as they did show themselves when giving Humanity Magic.) But yeah for the most part they're terrorists.

Good, and one thing (not a criticsm) in the South there is a District, known as Forest, which is Upper Class. Forest District name comes from the fact that the Mages there have made the tree's there grow extreamly large and almost devours the homes. (Note: Just because it's name is Forest doesn't mean it is a Forest, it has many tree's but it is small, and no wild life live there as it is still an District.
But on to the point, Forest District is a Mage Only District which is ruled by power Ultimate Tier Mages. The District was formed early on in the City's district so it was too late before the District could be conquored by any Anti-Mages.

I kind of like the story of being chased by Mage Hunters because it adds to the character having trust issues but thank you for taking the time to give that bit of information. That was kind of you
Also, is the Yeal district in the Middle? I was just picking a Lower Class district for the character to work in but I was didn't want to put Emerald because the Osaians use that as their main. I'd rather not have my character under constant threat of being murdered by a cult xD

If I remember correctly, it takes a single efficiently-used acre of farmland to feed one person, so even with a good chunk of the population starving, small, magically-enhanced gardens likely wouldn't meet a fraction of the food requirements for an entire continent-spanning city.
I know this sounds nitpicky, but this is important. Before anyone brings up "well there's magic and shit, why do you care about realism?" It's not just about realism, it's about having the universe act in a self-consistent way. Like, I can accept the idea of people breaking the laws of thermodynamics by shooting fireballs out of their hands, if it's established that people can do that and that there's a reason they can do it(magic), but unless part of the lore states that humans in this universe don't need to eat, the universe isn't self-consistent when it has a population of billions surviving on miniscule amounts of farmland. glaring plot holes like that hamper the reader's ability to immerse themselves in the story. You don't have to make the logistics of the setting completely airtight, but it has to be able stand up to cursory examination.

In the City, there is things called: Magi Crystals which are Crystals from underground mines that are inbeded with Magic. The creator of them is Noin Sourberg and they function as sort of miniture generators. A Mage will imbed magic in them and thus they can be made to give off light sources.
This light sources can allow for underground farms to grow and prosper, and also can be used to make simple lights on streets, but is somewhat limited in that regard and due to the high costs, Districts have very few Magi Crystals and thus they all go towards farms.
But Magic can also be used to multiply food, while it can't create it out of nothing, Food can be manipulated to grow and create duplicates. Since this is the main way of making most of the food, the North prospers in this case as they supply most of the City's food by making duplicates. Some have tried to make artical food, and while some has been successful, it is mostly unpopular and thus no one uses it.
There is also various, creatures, living in underground caves and sewers that are killed and eaten. Some are mutated versions of various animals such as Dogs, Wolves, Boars, etc...
The technology is a mixture of Middle Ages, and Victorian Era technology. It is neither fully in one or the other, their is ships, and some Steam-powered technology, they aren't so commonly used.
