And if there is no governing power ruling over the city as a whole how is order maintained? Does each district have local administration or are the factions the only form of orgainised power?

Case in point the vessel had just been sitting in a bar somewhere enjoying the attention and collecting a lot of tips (it probably helped that most of her audience were too drunk to realise just how much they were paying to keep her playing). When someone rushed onto stage and almost takes her throat out. Luckily a quick role keeps here out of the first assault but the man was still there. Then again he?d picked a pretty terrible time to attack; the vessel had been healing today and had been looking for an outlet for all that destructive energy.
The man collapses as one of his legs breaks out of nowhere, he groans in pain falling forward. Several people who were either drunk or dumb (surly no one sane would think it funny) yelled out timber.

Short version she was wanted back at home which in this case means the Grims. If this was another have you considered trying to turn you talents to more practical magic the vessel wouldn?t be happy.
Then again if the events of earlier this evening were anything to go by a lower profile would probably be better than the guard she hired (probably not necessary to fire him at least).

Personality: Telnor is the kind of person to buy you a round of beer at the local bar just because he feels like it. He is easy to approach and is very outgoing. However, Telnor has very few people in the world that he cares about and is afraid of finding more due to losses in his past. He can get very emotional during tasks sometimes and that often causes him to underperform.
Faction: Ex- Beast Fighter, Contractor.

Bio: Telnor was born in a district in the North but his family moved from district to district often due to his parent?s inability to settle down in one place. At the age of ten his Father and Mother split up due to his Mother wanting to settle down and his Father wanting to continue traveling. Telnor went with his Father who trained him in the basic use of a sword. At Fifteen Telnor?s father fell ill and despite Telnor?s best efforts to nurse him back to health, died. Telnor went searching for his mother and by 16 he had found here. He didn?t approach her when he saw her new family. Feeling slightly betrayed but also not wanting to ruin his mother?s happiness he left for the Middle. There he joined the Beast Fighter?s, a group that would track down wild animals underneath the city and put down any that got above ground. A man named Yilet took Telnor under his wing and trained him to better in his swordsmanship and tracking skills. By 23 Telnor had risen high enough in the guild to take his own apprentices. He took two. A pair of twins, the girl being Nicon and the boy called Sakne. A year after he took them as apprentices they were sent on a mission ,with Telnor leading the expedition of thirty, underground to wipe out a large group of bears. However, the mission took a turn for the worst and all but four Hunters were wiped out, including Nicon, Yilet and Telnor. Nicon vowed revenge on Telnor and left the group. Telnor also left, his confidence shaken in himself as a leader and trainer. A year later after much soul searching Telnor started working as what he called a Contractor. Taking on almost any job, from body guarding to killer to vegetable picking, he travelled the City from south to north. He had to hire an assistant, Rahg, to help him keep track of everything. He has even become good enough at what he does that people are starting to want to join him.
Equipment: Telnor carries around a long sword for combat most of the time. He also carries a bow to use as long rage but he is only moderately skilled with it. He also carries magic crystals that allow him to blind enemies and a minor healing crystal. Strapped to his ankles most of the time are two knifes for skinning and last resort combat. In a pouch he carries three pictures. One of his Mother, Father and him, one of him Yilet after his first kill in the Underground, and one of Nicon, Sakne and himself shortly after he took them as apprentices.
Skills: He has no magic but is skilled with a sword. He is moderately skilled with a bow. Telnor is also a good tracker and find people with some, but not a lot of, difficulty.
Abilities: At times Telnor can predict the movements of his oppenents but only if he concentractes really hard and only sometimes.[/spoiler]

Personality: Dr. Venn is a far fly from his predecessor. He is brash, bold and cheerful and very hard to kill. Very kind, but not trusting.
Faction: Reapers
Bio: Evan Venn was born into his position, he didn't choose it, but he accepted his post and tried with the best of his ability. After the previous head of the Reapers was assassinated, he was immediately promoted, leading the clandestine organisation in a more lighthearted way than his predecessor.
Other Info: Venn has access to the same stored magic abilities as his predeccesor and is a very good shot with a repeater crossbow.
